Citations will be written to those who fail to control their dogs, and after March 5th citations will be written for failure to license county dogs. The County Commission changed the license rates last week. Fees will now be $15 for unaltered dogs both male and female ; and $5 for altered dogs. Licenses are required by March 5th. Late licensing will require a $10 late fee in addition to the charge. Owners must provide proof of rabies vaccination. Weaver stated that the purpose of the change in license rates is to encourage owners to have their dogs spayed and neutered, thus preventing unwanted dogs. Weaver also told of the law recently enacted which pertains to all animals - including dogs throughout the county. According to major and continuing jiroblrm all through the county. For dogs, the ordinance states that Dog owners shall at all limes keep their dogs on a leash or w iihin an enclosed area on their own property or the private property of another, with the permission of the owner of the property so as to prevent them from being at large or stray, from biting or harassing any person engaged in a lawful act, from interfering with the use of public property or wiU the use of another person's private property " The ordinances states that dogs may be at large when participating in field trials or obedience classes, or while assisting their owner in legal hunting or herding livestock, or when assisting a peace officer, or while being trained for any of the above purposes. The dogs must be under direct control to assure that they dont violate any provisions of the law. last week that dcputie ress, by a 35 vote, lo approve deficit spending, or by a simple majority, to provide revenue to cover costs. I think there is momentum now to pass a Balanced Budget amendment," said Garn. "And it's about time. Most of the states have a legal requirement, like Utah's, which require them to spend no more than they take in. -- In our state adjustments in the budget, such as across the board cuts, freezes and other balancing procedures are common place, because it is illegal to be out of balance. Thats not the case here in Washington." -- s' The law also stairs that 'no person shall tel a dog in his or her custody defecate or urinate on public property or any improved private property other than his ow n It also says that the animal shall not be harbored m such a manner that the peace and quiet of the public is unreasonably disturbed Female dogs must be confined in an enclosure or in a manner that will prevent the attraction of male dogs when they are in season. Sheriff Weaver reported that the department's budget has $12,000 for animal control this year. Though not enough funding for a full time or part time person, there can still be effective dog control, according (o Weaver. Weaver's plan calls for deputies to work extra shifts emphasizing animal control. Officers will use their patrol car, look for animal control violations, etc., but will also be on call for regular emergencies just as in a regular shift. Weaver explained that as the county does not have an animal shelter, deputies will chase the stray dog back to its owner, and cite the owner for leash law violation. Pipe culverts will be installed at two locations and precast concrete boxes will be placed at the other five locations. The contractor will excavate one side of the roadway at a time to install the new drainage structures, allowing only one way traffic past the construction areas. In addition. fog and slick road condit ons are not unusual at this time of the year, so motorists will have to be extra observant for signs and flagmen. The Ralph Wadsworth Construction Company of Salt Lake City will be doing the work for UDOT at a cost of $240,000. There was some concern about the new ordinance tn Ihp Salina area Salina City had a leash la a rars ago. hut the residents (ew complained enough about it that the city fathers revoked it The present law states that dogs will be tied or confined an hour before sunset until an hour after sunrise, with no restrictions during tS day. According to the .vvier County Attorney the new ordinance applies only to unincorporated areas of the county. If cities and towns have their own ordinances concerning dog control, they will not be superceded by the county ruling Class set on Solar Water Heating A class on how a solar water heating unit is built and operated for the home will be held for Sevier County residents, according to Joe Austin, Utah State University Agent for Sevier County.
