The special session of the legislature convening June 28 studies to could initiate determine the exact situation and perhaps prepare legislation to accelerate the development of a resource whose importance non-prof- it by the current drought. According to a published report of the Utah Division of Water Resources, about one of water seep million acre-fee- t into the ground in Utah each year. The report further esti- water which would cover an acre of ground to the depth of one foot. It translates to 325,851 gallons, which is the amount consumed by an average household each year for both inside and outside uses, without restrictions. 400,000 acre feet of this amount, half of it along the Wasatch Front, is not now being deve- Originates as Precipitation All underground water originates as precipitation on the surface and then seeps into the ground. Much of it collects in underground pools known as aquifers an some can be brought to the surface and put to use through the digging of wells. So long as the amount taken out of the ground does not exceed the amount which is annually returned by seepage, the water source will produce is emphasized mates that approximately loped and used. An acre-foo- t is the amount of indefinitely, the foundation points out in a research brief released this week. One obstacle to further development of underground water is a decision of the Utah Supreme court which held that a person drilling a well may be held liable to compensate the owner of an already established well if the pressure in the older well is lowered. The court decision was divided and a dissenting opinion pointed out that this philosophy does not serve the fundamental purpose of our water law, providing the fullest conservation and highest development of water by making it available to all users in the most economical and convenient way. the legislators time. Substantial Waste Unused groundwater is not only going unused in the face of critical need, but along the Wasatch Front substantial amounts are wasting into the Great Salt lake to raise the lake level. It is ironic that the state and the Wasatch Front counties are faced with spending millions to develop supplies of fresh water, and at the same time contem- SCENE at Bear River Migratory Bird refuge was captured on film at the refuge headquarters. Lack of water this year is causing concern. Waterfowl produc- - millions to keep the lake from the foundation notes. Putting water that is now wasted to use before it reaches the lake could assist in meeting both problems. It is recognized that development of underground water is more complicated and difficult than developing surface supplies, and that some underground water can never be effectively used. Water experts agree, however, that substantial quantities of water that are potentially usable do exist and should be developed in this water-scarc- e region. flooding, Cable television is coming (Continued from Page One) on the line, hopefully before the end of the ed. The special legislative session is restricted in what it can consider to matters placed before it by the governor, but the appointment of a study committee to investigate a water question would appear to fall within the governors designation of drought relief, the foundation notes. As there would be no question of immediate legislation, it is not believed that appointment of the study committee would take more than a few minutes of tion there this year appears to be well under normal and the outlook is not good. Figures for the area, just released, show that consumer spending for goods and services was relatively strong, reflecting the fact that most families had bigger incomes than before and were spending more. The larger sales volume in local retail stores also reflected the higher price tags on most merchandise. The findings are brought out in a comprehensive market study made by the Standard Rate and Data Service. It details, for each locality, the amount that was spent in the past year for food, clothing, cars, household equipment and other products. In Box Elder county, the figures show, food was in the number one spot. More money went in that direction than in any other. Expenditures in local grocery stores, supermarkets, bakeries, butcher shops and other places selling food for home consumption added up to $23,591,000. In addition to this outlay, a considerable amount was spent in local restaurants and in other eating and drinking places. In effect, about 32 cents out of every dollar spent in local retail stores went for take-hom- e food. The report indicates that the home food bill, if distributed equally among the people in the area, would figure out to $2,504 per family. Elsewhere in the United States it was $1,890 and, in the Mountain States, $1,891. Also detailed in the study are the expenditures for various other CHECKER BATTERY WARRANTY LIMITEO 0 Dor O Punhaw ftcnxy htyr Dl( t. to Doocti In Motor's!
