OCTOBER 4, 1956 ( Good evening, ladies and gentlemen. This is Fulton Lewis, Jr., speaking to you from the Mutual studios in Salt Lake City. As far as the state of Utah Is concerned, 1 can assure you that the situation here is about as badly stunk up, so to speak, as you could find it anywhere in the country. And the responsibility for that lies largely at the feet of one Senator Arthur Watkins, present Republican Senator from here 'and his personal political ambitions, The trouble dates back to the day two years ago when Senator Watkins was chairman of the special Senate committee to study the censure charges against Senator Joe McCarthy and Senator Watkins got his first taste of major national spotlight Up to that time he had been a rather obscure, backrow, also-ra- n Senator, to whom nq one paid much attention one way or another. But after the McCarthy censure proceedings were over he returned to Utah, thoroughly imbued with the idea that he was the great Republican prophet of his state if not one of the great Republican prophets of the nation at large, and he immediately began taking over, to the exclusion of everybody else in the state except his own personaL cronies. There were certain unhappiness incurred in this connection because this state has a very popular and very courageous governor .by the name of Bracken Lee, who has been long recognized as the number one Republican power In Utah but Senator Watkins took him on too. The Senator made several speeches on the floor of the Senate in Washington, openly attacking Governor Lee because he felt that the Governor had not been a blind follower of everything the Eisenhower administration stands for, all of which incurred sharp resentment on the part of regular Repute licans throughout the State. Senator Watkins is not up for this time, but Senator Wallace Bennett, also Republican, is and he is facing some very, very tough competition in the person of a big sheep man, Alonzo Hopkin who has been Democratic leader of the state senate foi years is very much respected very highly thought of. It is, however, in the gubernatorial race that the fireworks are taking place and ft t$ only the indirect results of those fireworks that will affect Senator Bennett. The danger, however, is sufficient that Bennett is going to cut himself free of Senator Watkins activities, demonstrating that he is very much worried over events, which he reason to be. Individually, he has good is a rather peculiar figure. Many : times over millionaire, former President of theNauonal Association of Manufacturers, yet in order to get down to the people he takes off his eoat, rolls up his sleeves, pulls down his necktie and gets very chummy. Coming back to Salt Lake City, after the last session of Congress adjourned in Washington, Senator Watkins began active work on his campaign to take over the Republican party in, this State, despite the fact that traditionally, the representatives to Congress, particularly in this state, are supposed to keep hands off strictly on state affairs. In the first place, he arbitrarily of all the money which took to himself one-hawas sent to this state by the Republican National Committee, and the- Republican Senatorial and Congressional committees in Washington and announced that he would direct the spending of the money how much was to go to television and to radio to newspapers and this and that. Furthermore, the plan as, he mapped it out was that he was going t make most of the speeches himself, doing this on .behalf of the various candidates. Aside from being most presumptuous, it was a rather stupid thing to do, because Senator Watkins is a poor speaker at best in person, and worse on radio and television. But apparently he doesnt think so., Every speech begins with the statement, Just before I left Washington to come back home, I had 20 minutes' in priAnd on occavate with President Eisenhower. sions he adds the profound disclosure that on leaving the President he asked whether Mr. Eisenhower had any message for the people of the state of Utah, and the President said, I want you to take to the people of Utah my heartiest salutations. Just like that. Four days after he got back here several months ago from Washington, Senator Watkins came out with a similar statement, endorsing the nomiBracken Lees Republican opponent for nation for Governor a pompous stuffed-shir- t sort of an individual by (he name of George Clyde, chairman of the State Water Board and a henchman of Watkins himself. In the meantime, considerable Eastern money began pouring into the state against Bracken Lee from the elements of the, Eastern faction of the Republican party not so much because 6f anyconnection Bracken Lee has ever had with Senalf WINTER BATTERY FAILURES With A I j t ' Anti-Le- e speaking himself which in this case perhaps was wise because 1 am informed that Clyde is about five times as .bad a speaker as Watkins is and then the public school teachers of the state who are highly organized, stepped into the picture, reportedly at the instigation of Senator Watkins. These are not college and university teachers these are strictly grade school and high school teachers and the teachers organizations have been criticizing Governor Lee for some time because he has opposed some price increase legislation which they wanted to put through the legislature for themselves. They have coined the slogan that he is Actually that is entirely unfair because he has said time and again that he is more than willing to support an increased price sys- - , tern based on merit and he thinks that under such a system a teacher should be able to go to any reasonable pay level he is able to earn. The teachers organizationf however, does not want that they want standard increase regardless of merit or any other circumstances. In order to get back at Governor Lee, the teachers organization got into the gubernatorial battle against him, I should explain here that in this state, as in several others over the nation, they have the very questionable and dangerous system of free switching in the primary elections. That is to say, the voter can vote either primary he chooses just by asking for either the Republican or Democratic ballot. Thus the Democrats can flood the Republican primary and completely reverse the normal choice of the Republican party and vice versa.. And that is the way the teacher leaders have played their cards. They wrote individual letters to registered Democrats in Salt Lake City and elsewhere, asking them to switch over to the Republican primary and vote for George Clyde against Bracken Lee. Democratic leaders immediately repudiated that movement and it was a dangerous proposal that no good purpose woulif be served. But as it finally tuyned out on voting day, some 10,000 Democrats in this state did move into the Republican primary and Bracken Lee lost the nomination by something more than 7,000 votes. This, frankly, made the old line Republicans of the state furious and most of them immediately withdrew all financial backing from the Republican party. But the teachers plot had its repercussions in the Demo cratic party, too, because it siphoned off so much of the regular Democratic strength people who baw an opportunity to get George Clyde, a weak figure, as the Republican opposition instead of Bracken Lee who would be very tough to beat, that it knocked off the Democrats' own strong .man, John Boyden, in favor of a man 'named ' . L. C. Romney. . He is a commissioner of Salt Lake Citv. The sides thanks situation is really loused up on all to the manipulations of Senator Arthur Watkins. Bracken Lee supporters, meanwhile, have searched the state election laws have found a provision under which a candidate who loses the primary may get his name listed on the ballot any- Way, if there are petitions with the names of 300 bona fide voters, each signature being duly notarized on an individual basis. Such petitions are already being circulated have been for several days. I am informed that as of this morning there already were far more than the necessary number to insure the name being listed on the ballot. Prior to the discovery of this provision of the law there was organized an extensive campaign for a write-i- n of Bracken Lees name, but of course, this is much more effective. As yet he has not committed himself as to whether or not he will accept Lhe petition nomination, so to , ' speak, but I have a personal appointment with him later this afternoon, at which time I am goattitude is. He said he is on the road to truth and facts and thats where he is going to stay. I might add that it would be encouraging if all of the members of his party way over the nation would do the same thing because some of the operations I have seen in the course of this poll-- ' tical reporting swing of the past three or four weeks are enough to make ones hair curl, parti- cularly here in these mountain states. It is really power politics with a great big bludgeon and is completely outrageous. The way in which the Republican nomination for the Governorship was stolen from Governor Bracken Lee here in Utah is about as sinister as anything I have seen happen in the political big time, believe me. Here, was an organized, well-oilecampaign instigated and financed by left wing elements in the East, designed to ' fustrate the proper functioning of in this state of Utah, partly for the purpose of getting vengeance against a conservative governor for their own satisfaction partly for the purpose pf helping their chore boy, Senator Watkins, to achieve his personal ambitions to become the high priest of Republicanism here in the State. If you remember, this Arthur Watkins was the chairman of the Senate Committee which considered the censure charges against Senator McCarthy two years ago, who demonstrated all the way through these hearings, of which he was chairman, that he was thoroughly prejudiced and had little hesitation in demonstrating the fact. Then he turned against the Governor, spoke against him on the floor of the United States Senate and organized and directed this disgraceful performance. And it is disgraceful regardless of which way the process is used. It is the grossest from of political immorality for voters of one party to toe herded deliberately into the primary of the other party in order to influence the election of the candidate of that other party. These are fifth column, Trojan Horse tactics and .they measure any politician who uses them for exactly what he is. Consider the ultimate implications, if you will, ladies and gentlemen, If this is carried to its logical conclusion. . It means that tooth parties will do the same thing to each other. That In turn means that both parties will enter with the worst possible candidate they seem to have done so here not the candidate who is the legitimate choice of the people who make up the party, but a plant by the conniving opposition. And in that event, what happens to the caliber of people who end up in public office. In this particular case, Governor Bracken Lee was clearly the choice of the Republican voters of Utah he has been for many years past he was clearly the choice this time. He has a brilliant record. He is as clean and upstanding a public character as one could find anywhere. Yet Senator Watkins brings forth his fuddy duddy stray man that reminds you of a character out of the Wizard of Oz and by his thoroughly wicked process, manipulated the honorable business of so that this man, George Clyde, becomes the actual nominee. The same thing happens repeatedly In Wisconsin and it happens in Minnesota, where the same sort of election laws prevail and it is just as bad there, whichever way it goes, as it Is here. , I have been trying today to get in contact with Senator Watkins to ask him about reports which I have received from very reliable headquarters that he has said that he was directed to undertake the campaign against Bracken Lee by the Republican National Committee in Washington. I have not been able to reach him for reasons best known to himself but I have contacted Mr. Leonard Hall, the chairman of the Republican National Committee in Washington, ' D. C., and if Senator Watkins has made the statement attributed to him, that his campaign was directed by the National Committe, it is repudiated by Mr. Hall in Washington. Mr. Halls statement to me said, The Republican National Committee never gets into any primary and did not get into the primary in Utah. Any statement to the contrary is unadulterated bunk. Governor Lees deadline for deciding whether he will remain in the race to be listed as an independent on the ballot is midnight tonight . . . and as of late this afternoon I talked to him in the State House here and he still has not made up his mind. My understanding frankly, Is that finances have been troubling him. He is not a man In his own right, cannot finance the campaign alone. Senator Watkins has the reputation of being a very vindictive individual which probably will frighten' off some of the financial support that Bracken Lee ordinarily could hope for here in the city of Salt Lake, all of which is tragic, because this is a moral crusade which should be fought through for the sake of decency in government everywhere. This George Clyde is no more the candidate of the Republican party than I am. He is nothing mofe than a plant toy the most selfish of selfish interests and these things I say, ladies and gentlemen, as a reporter who is on the scene observing. If these interests can conduct this assassination and get by with it, the very foundations of the American political system are cracked.
