If an error has been made by the Board it was in extending too much leniency when certain facts were reported by the Auditor. The Board acted in good faith, we feel sure; it did not exceed or arbitrarily neglect its responsibilities, but it preferred to carry on its work on the basis of confidence in the administration of the Box Elder high school. No financial responsibility extends to Board members in their individual capacities. Recommendations (1) In view of the fact that there is no practical way to prove that any money in the possession of the high school, has been lost or wrongly taken we from high school funds, think no one should be held responsible personally for paying into the high school funds any amount of money to make up the shortage which in reality may be only statistical. (2) You had a right to expect that all obligations of the school would be paid as they fell due.
