The bill, which stipulated financial aid of $85,500,000, in the form of new schools, new roads and trails, hospitals, and additional sums for health facilities, soil, water and is range conservation, resource surveys, employment projects and housing, was originally presented to President Truman for his signature with a bevy of riders, that endangered the water rights of .the Indians on the reservation, and would subject them to state law's as well as national administration. With courage the Indian council turned down the tremendous financial assistance to retain without reservation all the rights on the reservation they are now guaranteed. They told the president they preferred that the bill should not be passed. With two days left in the 1949 session of congress the bill was again introduced to congress, but this time without the prohibitive riders. With phenominal speed the bill was passed by the senate, but on the .following day, the last day of the session, it was killed in the House. Said the Arizona Republic newspaper from Phoenix, Arizona, The failure of the rehabilitation measure to pass blasts away the bridge across which 70.000 Indians might have crossed to a new life. To the younger generations on the reservations, a parole has been denied. They are condemned still longer to ignorance, disease and despair. President Truman said existing laws permit aid to the Navajos, and that he will incorporate in his budget for next year provisions for the necessary funds for a 10 year rehabilitation plan for the Navajos and Weve just about decided that running up a mountain side about as steep as the roof on your house and a couple miles long, is a game for old bucks and young men. We just dont qualify any more. Every year when we got out Snowville and Grouse Creek and Park Valley and Yost deer hunting, we promise ourself well go back out there again a few times during the year to get better acquainted with the people. Out there on those ranches and in those little towns are some of Box Elder countys finest folk; the deer hunters must be a big bother to them, but they always welcome you as if they were tickled to death to see you out there again. around It was a little muddy on some of the roads going out Friday, but nothing a car couldnt negotiate handily. And Monday, coming back, all of the roads were in wonderful condition. The county commissioners and the county road department have done a lot of good work, in the last few years, getting d roads out into the good, wide, western part of the county. well-grade- pi Con-egre- ss Hopis. Again this winter the Navajo and Hopi Indians will be ragged, hungry, and living in cold, inadequate quarters, but eventually they will receive the assistance they deserve. The problem of the Navajos is difficult as it has always been. They have built up a beligerance toward the white man because of repeated breaking of treaties and agreements by the white man, because of the failure of the administrators to understand them in the earlier years of the reservation, and because they have been exploited by the white man. With this background of antagonism by the white to the Indians, it is not difficult to understand why the Indian council voted dqwn by the count of 26 to 19, the rehabilitation bill that had a tricky clause, even though it would have provided them with a great many advantages. More than anything else, fulfillment of the U. S. treaty promise of 1868 to educate the Navajo children is needed now. At the present time there are a few over 9.000 Indian children attending school, and their are approximately 24,000 receiving no education at all. With the conversion of Bushnell General hospital to the Intermountain Indian school, facilities for 2,000 more children will be available. At Shiprock, New Mexico, a school is nearing completion that will accomodate another 750. The trend is in the right direction, but the job will not be complete until all of the Indian children are receiving the education they deserve through treaties and through the rights they have as American citizens. It is dismaying that the rehabilitation bill was not passed this year, but the problem of the Navajos and Hopis is so tertin-en- t, and their condition so distressing, that they will receive what they deserve. On The Lighter Side Of The Navajo Trip Weve heard dozens of people say deer are where you find them, and weve never heard anyone deny it. So it must be true. But the trouble is, they dont stay there long. The mayor of Cortez, New Mexico, knows the Mayor of Brigham City; many of the people of Cortez know' about the fine peaches, apricots and other fruits in Box Elder county; and the delegation of Brigham City people who recently journeyed to the Indian reservation in New Mexico, know about the fine pinto beans they raise in Cortez. Two cities 500 miles apart, previously completely oblivious to the existence of the other, are now on the best of relationships and this can all be attributed to Ezra of the Box Elder Owen, secretary-manage- r Chamber of Commerce. Weary and a little worn from a long day of driving, the Brigham City people arrived in Cortez, and after settling down behind an inch thick steak, Ez inquired around a bit, discovered the name of the mayor (it was Jones), and called him up "Well Mayor, I think it would be nice for you to meet our mayor, Ez said. Mayor Jones and his wife (her name was Helen), were just getting ready to leave for Looking at a map, wre noticed that Yost is undoubtedly the biggest town in the county.
