Smoot made an appearance in Brigham City Thursday evening during a cityhopping journey to announce his candidacy for governor of Utah. Speaking to about three dozen citizens, public officials and Republican party leaders in the city council room, Smoot spelled out some of his beliefs, touched on his background and declared plans to conduct a very, cam- very positive paign. Other stops on his swing across northern Utah included Provo, Salt Lake City, Farmington, Ogden and Logan. He declared that Gov. Calvin Rampton has been a good governor, but asked the question, Where do we go from here? He suggested that three terms in office, with a potential of four terms was too much, expressing support for a limit of two terms in any state office. one-da- y the reputation of another person. Of the current .energy problems, he said the nation has seen only the tip of the iceberg. On regionalization of county government, the political hopeful said there is a need for correlation of services among counties, such as exists in bus service. But it ought to be our decision and not anyone elses, he added. He said regional government along the Wasatch Front is not getting bigger but smaller, explaining that it can be dangerous if not controlled. Must Be Change need to mention the breakdown in state government this past year. There must be a change in this state, Smoot I dont asserted. The time is right. Utah needs a choice. Utah needs a governor who can relate with the vital majority. A man who knows what it means to meet a payroll and a man who knows why a man has to work two jobs to support his family today in the new canmany homes, didate stated. He declared that government doesnt have to be big, citing developments in Davis county where they have managed to . cut through red tape and eliminate duplication advantage and to the financial savings of its citizens. The GOP hopeful declared support for the principle of federal revenue sharing, recounting his efforts as a county official to get the current program enacted in 1971. On Intra-Part- y Struggle Answering a question about the prospects for intra-partinfighting for the Republican I nomination, Smoot said, would rather lose then destroy y Bird Haven Scout district will conduct its 1976 on March 3 in the Intermountain First school gymnasium, a spokesman announced this week.
