He was later adopted by his stepfather, George C. Riser. Riser came to the United States at eight years of age. He resided in Salt Lake City where he was reared and educated. Riser married Anna Madaline Nielson, March 5, 1908 in Manti. Their marriage was later solemnized in the Logan LDS temple Feb. 25, 1970. He had lived in Manti and Elisnore before coming to Garland in 1919. Riser was a retired mechanic from the Utah Idaho Sugar company where he worked for 57 years. He was an elder in the Garland Second LDS ward. Survivors include his widow of Garland two sons and two daughters, Frank W. Riser Jr., of Garland and Martin H. The team of Dan Sparkman and Joe Williams picked up the first victory during the BYU Junior Varsity Debate tournament two weeks ago. Williams and another Weber debator teamed in Pocatello, Idaho, to wrap up the 16th annual Gem State Jamborees first place. The school took e sweepstakes at the Would Curb Building The moratorium proposed by the commission would, if adopted by the city council, prevent any commercial building until the commission decides what it wants on the new plan. Once the master plan is approved, however, it will take several months to put it into effect as the actual ordinances which will accompany it have not been written yet. The moratorium vote was touched off by a comment by Bill Romer, a member of Master Plan The new master plan to which the motion refered was in physical evidence at the meeting along with its creator, Bob Buchanan, representing Planning and Research Associates, the company which has been hired by Brigham City to prepare a new master plan and zoning ordinance. The commissions attitude toward the plan was one of caution however, attempts to approve it meeting failure. A motion by member Knudsen to approve the plan died for a lack of secondhand a motion by member Holman to approve the plan was killed when Holman withdrew the motion after a discussion. Instead the committee voted to hold another work session to iron out all difficulties, if possible.
