A new report on the subject, issued by the Department of Commerce, makes possible a comparison of the governmental structure locally with that found in other communities. The data was gathered from all parts of the country as part of the 1962 Census of Governments. It underscores the fact that community affairs are directed only in part by county and municipal governments. IN MOST PLACES, some of the functions are under the control of school districts or special districts, which have authority over phases of local activity. In Box Elder county, the report shows, there are now 33 units of government in operation, 28 of them with property particular taxing power. They comprise the county government itself, 18 municipal governments, one fiscally separate school district and 13 special districts. By way of comparison, in the United States as a whole there was a reduction of 11 percent in r the period.
