Women have been able to qualify at 62 since 1956, but men were first eligible in August 1961. When payments are made before age 65, the benefit amount is reduced, and the reduction is permanent. Reduced benefits are based on normal life span, and total 20 percent at age 62. On the average, the people would receive about same in total payments during their lifetime regardless of whether benefits start at age 65 or some earlier date between 62 and 65. Social security payments are one of the major sources of income to most retired persons.
