This instruction provides that the disabled veteran may he eligible for either vocational rehabilitation under public law No. 16, or education and training under public law No. 316. The veteran must elect, however, which benefit he will take. To begin training under public law No. 346 is an election to take training under that law and he will not thereafter have the right to elect training under public law No. 16. The benefits under public law No. 16 are generally much more advantageous to the disabled veteran, .since there may be no limitation on income which he mav earn while receiving subsistence allowance if financial hardship can be established; nor is there any restriction as to the amount of training or education which the disabled veteran may leeeive. Disabled veterans who entered training before these new forms became effective will be advised of this regulation and will he given the opportunity to elect either public law No. 316 or 16 under which they will complete their training, stated Guy A.
