Because of the important part dairy products play in the diet of pcope, a need was seen to reeducate the public toward the importance of the use of dairy products and that these foods be produced and marketed under only the most sanitary conditions. A need was seen for a change in the dairy industry and qutiCiy improvements must be put in orto regain and perpetuate the position the industry once held in the public esteem. In 1945, the more forward-lookinmembers of the dairy idusiry rea)u,nng the nhua-lion- , drew up a bill which was passed by the state legislature establishing a dairy section in the state department of agriculture with an advisory board, composed of producers, processors aqd consumers. A quality improvement program was then recommended by the advisory board as a means of keeping the industry in step with progress and to solve its own problems The new program provides for elimination of false labeling of milk and dairy products ds to quality. It defines unacceptable milk and cream, setting up standards of quality to determine its acceptability. It provides that the various milk distributors and the people rethe sponsible for processing dairy products shall be placed under state permit. It provides for the buyer of milk and cream to examine the raw product at the plant and rejection of that which is not acceptable. It requires also that milk sold to the public after July 1, 1947, shall be pasteurized. In addition, the regulations insist that milk producers provide themselvs with a milking barn, milk houses, practices and uten1.1 for properly keepf.ng milk clean and safe. Such improvements are not unduly expensive, it was pointed out and an example is mentioned wherein a milking barn was remodeled to meet Grade-requirements including the nrilk house attached for only $80.00 with the farmer doing the work himself.
