BE IT ORDAINED BY THE CITY COUNCIL OF LAYTON, UTAH: Sec. 1. Tax Levy. For the purpose of paying the cost of construction and installation of curb, gutter, sidewalk, paving, and appurtenant facilities installed and completed as authorized by Layton City Resolution No. 93, there is hereby levied a special tax which is assessed upon property in Layton City Special Improvement District No. 12, particularly described in the assessment lists of said District hereinafter adopted and approved and attached hereto as Exhibit A. Said tax is levied and assessed to defray the cost and expense of construction and installation of the above mentioned improvements; and it is hereby adjudged, determined and established that each parcel of said property so assessed will be especially benefited thereby to the full Students at North Layton rehearse for the choral department concert which will be presented at the school tonight. CONCERT TONIGHT Sec. 2 Adoption of Assess- ment List The assessment list for Layton City Special Improvement District No. 12 made by the City Engineer, as completed by the Board of Equalization and Review and filed with the Layton City Recorder, particularly describing the property upon which said taxes are levied and assessed, setting out the names and addresses of the owners of the several parcels thereof and specifying the amount of the tax assessed each such parcel is hereby adopted, confirmed and approved, and by reference made a part hereof, as Exhibit A, and the assessments made and returned in said completed list and the findings and the report of the Board of Equalization and Review to the Layton City Council are hereby adopted, ratified, approved and confirmed. Sec. 3 Payment Provisions. Said tax shall be payable in ten equal annual installments as provided by law and ordinance, with interest on the whole sum unpaid at the rate of 10 per annum from the effective date of this ordinance payable at the time each such installment is due. In the event any installment or the interest aforesaid is not paid on the day the same comes due, the whole amount of the special tax unpaid at the time said installment and interest are due shall become due and payable and shall draw interest at the rate of ten percent (10) per annum until paid. Sec. 4. Effective Date. The effective date of this ordinance shall be upon publication. Sec. 5. Direction for 1976 commemorates the 50 th year that Dr. D. Keith Barnes of Kaysville has presented the Barnes Award to the outstanding student athlete from Davis High School. EACH YEAR this award has been given to the top student athlete during the annual spring school awards assembly climaxing a year of school activities. The student is selected by 60 per cent scholastic and 40 per cent athletic ability. The 1976 winner was Dean Hunger. THIS BEING the 50th anniversary of this distinguished award, a reunion was held in July at Oakridge Country Club where all former Davis High School Publication. The City Recorder is hereby authorized and directed to cause this ordinance to be published once in a newspaper having general circulation in Layton City.
