Beyond being a lifetime resident of Davis County and familiar with those rapid growth and special problems, I have obtained B.S. degrees in pplicital science and sociology from the University of Utah. I have worked in the banking institutions for two years and am familiar with fiscal responsibility; I have low-co- st housing complexes for over six years and can relate to the problems of the elderly, poor and fixed income groups. My first-han- d experience of the welfare situation relating to housing qualifies me for some special suggestions in those areas regarding reforms. This latter endeavor also provides me with a first-han- d outlook of recreational problems for the young and old alike. What do you feel are the commissions responsibilities in coping with projected population growth of Davis County? Recent projections by Salt Lake news sources claim that Davis County could double in population by the year 1980. This rapid growth pattern is evident even today. The rain storms of several weeks ago have shown the neglect of planning and zoning, flood control and proper environmental protection of our county. The two golf courses that our commission points to with pride are not enough recreational facilities for a county the size of Davis with the varied interests of its population. We need more recreational facilities for all types of sports and hobbies. We need to improve our facilities and staffs for building inspection so that existing ordinances are enforced and not neglected. We need a e master plan cond cerning all of the items plus giving full to consideration roads, streets and transportation. We must make certain that the rights of Davis County residents are not neglected and infringed upon by this sudden influx of haphazard patchwork development. Ample consideration should be given to upgrading our present police forces and initiating cooperation among the many police departments in Davis and the county sheriffs office. Also, this rapid growth long-rang- above-mentione- has unrealistic placed demands on our fire departments and ambulance crews. Davis County must provide to all citizens protection of their homes, valuables and safety for themselves and their families. Its time for a change. State law provides for separation of the offices of clerk and auditor when the county reaches an assessed valuation of 20 million. Since Davis County has surpassed this figure many times, do you favor this separation? As the chief executives for Davis County, it is the responsibility of the county commission to see that the laws of the State of Utah are enforced pertaining to local government. The reluctance of the present commission in establishing separation of clerk and auditor shows their unwillingness to comply with existing law. These offices must be separated so that the duties and obligations of the two separate jobs can be fulfilled to the satisfaction of Davis County residents. The need for this separation is particularly evident during an election year when the clerks office has all the added responsibility of election procedures. This means that the? auditors function will be neglected. What basic problems do you What training or experience have you had that you feel qualifies you for the office. 1 have been a County Commissioner for 14 years, served as chairman of the commis- ' sion three times and Im serving as chairman at the present time. I have served on the boards of many county and state organizations, such as chairman of the Golden Spike Empire for two years; Director of Utah State Highway committee; president of Utah As- sociation of Counties; member of the Great Salt Lake commission - appointed by ilie guvsrnor, and several other organizations and I am now serving as chairman of the Davis North Medical Center Board of Trustees. We need to plan and study for the health and welfare of our citizens, and have the trained doctors and nurses that are needed. Since Davis County has surpassed this figure many times, do you favor this separation? I do favor this separation. We already have these offices separated and have personnel working as auditor, separate from the clerks office. I am requesting that we have the office of auditor put on the ballot two years from now. Davis Countys assessed valuation is $243,000,000 plus. We are in real need of having these offices separated. What training or experience have you had that you feel qualifies you for the office. Councilman of Centerville for two years, mayor of Centerville for eight years, member of the Davis County Council of Government, member of the Air Pollution Committee for the Wasatch Front, chairman of the Special Land Use and Water of the Lake Com, committee where a study was made of the Great Salt Lake' etc. . What training or experience have you had that you feel qualifies you for the office. I have had one year of college and short courses from time to time. However what qualifies me for county commissioner is the fact that I was raised up during the depression. I was taught to conserve what we had, get along the best we could and not go into debt beyond our ability to pay in a reasonable time. What we could not afford, we went without. That ability is sadly lacking and badly needed in our county government. I am a long time advocate of the United States consitutition being restored in our city, county, state and federal governments. Planing for the future population growth of Davis county is needed, reasonably and conservatively limited. It will go beyond what they expect. Zoning control is Dein Breed What training or experience have you had that you feel qualifies you for the office? 1 am a graduate of engineer with seventeen years of en- gineering experience and eight years of management experience in the business community. I am chairman of the planning commission of the fastest growing community in Davis County. 1 can provide the technical and managerial experience needed during this period of dynamic growth. Too many students are being passed on (and over) year after year and finally graduate from high school without ever having learned to read or do their multiplication tables. What training or experience have you had that you feel qualifies you for seeking this office? have resided in Davis County for nearly five years and in the N.S.L. for the past 3V4 years. I graduated from Southern Utah State College in Cedar City, obtaining a BS degree in English education. I taught in the Ogden City School District for five years and have substituted at Woods Cross High School and at South Davis Junior High. Recertification led me to classes at Utah State University, Weber State College and the University of Utah. I established my own Tomorrowland Express Nursery School, which is going into its third successful year this fall. Would you express your views concerning Title IX? I believe that basically Title IX is a good idea. Equal facilities for both boys and girls is only right Girls will definitely benefit by taking shop classes, likewise boys enrolled in home economics. I feel that my experience as manager of the North Davis Bank for three years, and of Lockhart Company for five years, along with being owner and operator of my own private business for the past eleven years, provides me with the financial unders- tanding background and ability that this county needs in a commissioner. Too I am a farm owner and have engaged in the raising of livestock for a number of years. With the fast expanding growth of Davis County, I feel that we must have more permanent jobs generated, more businesses encouraged, better living conditions and en- courage better public cooperative efforts. If this warrants separation and it could improve both offices, this could be worked out sufficiently then yes, however there is a great cost involved, and both sides must be worked out by weighing every angle possible. I feel that the present system has a tendency to kill out of the students their natural talents for imagination, initiative, and creativity. Many people think it is largely the fault of the teachers but having been a teacher for a number of years I am convinced that it is not possible to develop the above named talents under the present system. I realize it would not be possible to make any sudden or drastic changes but I would like to begin creating a sys- secondary schools, I believe tho physical education con cept can apply to all levels of student development. Though physical education at the physical unimaginative education programs. A physical education program should include every student with emphasis on many elementary level cannot be as vigorous as at later ages, physical education programs cannot be neglected in elementary grades. Such a system is not only possible but an absolute necessity if we are to preserve our civilization and build a better one. ED., BYU, 1959, major, ed. administra- tion, minor personnel and guidance; working on a PhD, U of U, in ed. psych. I began teaching in Idaho in 1953. 1 have either taught or been a counselor in Davis District since 1960. I am now a counselor at the LDS Business College. I have over 500 hours of credit in almost every academic subject in high have taught Algebra I and II, solid geometry, vocal music, Spanish I and II, French I. II. ill, IV and V, physics, typing I, world hisschool. I tory, English III and IV, creative writing, the novel and vocational English. I also have ten years . experience as a high school counselor. Would you express your views concerning Title IX? The original intent of Title . IX, i.e., equality of opportunity for boys and girls, is probably a good thing. However, as with most things involving the federal government, those who administer the various parts of the program seem to have a far different idea about equality than I do. I am quite opposed to making boys and girls com- pete against each other in physical activities, or to be mixed in various acitivites. Equality does not mean sameness. 1 think we should simply determine which sections of Title IX are unacceptable to us, then develop a court case against them, and have them eliminated. I am sure the superintendent would agree to that if he knew the people in the district would back him. realize there are I han- dicapped children who cannot be as active as those more fortunate, but we cannot exclude the physically han- dicapped. The major problems in the Davis County School system are financial. With a con- tinually increasing student population and increased educational programs it is a difficult problem to find adequate funding for our schools. Davis County has the lowest tax base per student of any school district in the state of Utah. This puts the district at the mercy of the state and federal governments for funding. With the federal funding also comes increased pressure of federal control and red tape. What training or experience have you had that you feel qualifies you for seeking this office? As a business executive, a taxpayer, an engineer, and the father of eight children, I believe that I have the best of several backgrounds that are needed to properly serve the citizens of Davis County. In the past six years as a school board member, I have used my influence in helping to improve education in Davis efCounty and have made an fort to see that each student of has the opportunity reaching hisher highest possible educational potential. Would you express your views concerning Title IX? Title IX is one of the more recent federal programs that has been forced on the school system. 1 am an avocate for fair and equatable piograms for our young ladies. I support girls athletics but I believe that many aspects of Title IX indicate an over reaction on the part of the federal government. In other words, 1 am basically opposed to co educational physical education classes, etc. Would you express your views concerning Title IX? I support Title IX; I am assuming this is the public law which requires equal treatment and funding for male and female activities in public schools. Especially in physical education do I believe that the young girls activities have been slighted. What basic problems do you see in the school system in any or all levels, and what the would you do to quality of education in any or all levels? I am anxious that we keep the negative impact of confrontation to a minimum. Elsewhere holding school has up-gra- become almost impossible because everybody wants a confrontation with everybody else. Students confront teachers; parents confront administra- teachers tors; confront boards of education. Only wise planning and enlightened policy making involving a broad representation from all concerned individuals can keep such confrontation and its negative impact from hurting schools. I am also concerned that the public schools be made public business. This means that a board of education has the obligation to invite the public into meaningful dialog concerning the policy making and administration of the schools. What training or experience have you had that you feel qualifies you for seeking this office? I hold the PhD. in educational administration. I am presently the director of the Davis University of Utah Program for higher education. I was instrumental in the founding of the program and in the creation of the Bountiful Art Center. I am past assistant to the academic vice president at the University of Utah, past president of the Dixie College Faculty Association, and past chairman of the Humanities Department at Dixie College. Most importantly, I am the father of three school children and a concerned citizen. Would you express you views concerning Title IX? I the wholeheartedly support concept of equal employment and educational opportunity. Many of the current scare stories we have heard about title IX are unsubstantiated. It is ludicrous for example, to believe that gym classes and dressing rooms will be made coed. Along with this experience Ive learned the value of critical financial reviews, facility requirement analysis, relations and other elements that seem to me to be major concerns and interests in the field of education and the need for better education per dollar. Would you express your views concerning Title IX? When I first heard the intent of Title IX I thought it had some merit. As it developed and is being applied I think it has become a bungled piece of absolute uncom-manageme- nt idiocy. Federal laws imposed that we do not want. Lack of communication between parents and school board and elected officials hearing their viewpoints. A better upgrading of instruction at all levels, a better type of disciplinary action to maintain quality teaching and up-gra- teachers are now han- dicapped. We have made great strides but must do much more for the retarded children and the physically handicapped. 1 feel we must have a broader instruction scope to enable more students to excell and graduate. If a student is always missing classes and has no desire to continue school, he should be counseled with and maybe put on a vocational education job where he could learn something to continue as a steady job. We can support our own schools on a local basis, pay teachers better and provide quality teaching without being told by the federal government how to run our schools. We do not want to loose our freedoms. Lets solve our problems on a local basis. Too many students are not acquiring necessary basic skills in school. The board should be more concerned with academic content and mathedology. We should expect excellence from our students. Labels shouts not be used as excuses for student failures. We need a new dedication to rules and regulations that make it possible to teach and learn in an atmosphere of or- derliness. Reasonable classloads are a must; especially in the lower grades.
