There is no reasn Mr. Booth said todav, why Utah should spend approximately $110,000 annually for prison, upkeep when through the plan of constructive legislation prisoners can be employed in such manner that they will bring remuneration which will defray thft entire expense. Statistics show that in Utah the average upkeep of a prisoner per day is $1.50, while we have figur es to show that the av erage earn ing of that man is $4. One of the gieatest evils of pri-- j sons is the evil of idleness.' The plan of installing work-- , shops in prison through which men can learn trades and articles can be manufactured has been worked out very successfully in Minnesota and men have gone forth from that prison with as high as $500 and as skilled work men to again face the battle of life. The average prisoner is discharged with $200 which gives him a new grip on life hnd does much for his reclamation. The state pays much of its expenses of the prison through work of the prisoners. Prison workshops in past years have met opposition from the outside for the reason that prices have been cut.
