The President proposes a task force for action which would d have a job : To the which functions designate asand to are states willing ready sume and finance, that are now performed or finahced wholly or in part by the federal government; to recommend the federal and state revenue adjustments required to enable the states to assume such functions; and to identify functions and responsibilities likely to require state or federal attention in the future and to recommend the level of state effort or federal effort or both, that will be needed to assure effective action. As specific examples of programs in which there should be greater state participation, the President cited slum clearance and disaster relief. It is an 'obvious fact that the federal government can only spend - three-pronge- it has first taken from the people and the enterprises of the states. It Is also a fact that a substantial proportion of that money is absorbed by fedmoney-whi- rage Three DRAGERTON TRIBUNE ch eral administrative overhead and that in most instances the states would get more concrete return out of each dollar if they did the work themselves. Field surveys of grouse, chukars and other Utah upland game birds are now being made by department of fish and game field per- sonnel. Brood counts and other data needed to formulate harvest recommendations for the upland bird seasons are compiled from these surveys. They will be used by fish and game commission members in setting the actual hunts for these birds during summer quarterly meetings of the commission scheduled for July These seasonal surveys of the states wildlife populations are one of the many management measures being used and improved each year in the departments program to insure the maximum of field pleasure while maintaining the wildlife species. 19-2- 0. Moreover, the money saving, important as it is, would be only a part of the benefits that would result. If the states knew they had to do their own financing, theyd examine spending proposals with much more critical eyes instead of seeking government aid for all manner of unnecessary projects.
