Utah ranked fourth among the 11 western states in the percentage of state and local tax revenue that comes from general property taxes. Although the total property tax levied in Utah has increased 97 over , 1930 and 132 over 1940, it has not increaeu as rapidly as revenues from other tax sources. For example, collections from the sales tax: and the state individual tax have increased 300 and respectively, between 1940 812,1952. and Although the property tax has become progressively less important in Utah state finance, it still remains the most important source of revenue for local school districts, counties, cities and towns. All present available non-proper- ty tax revenues are now requir- ed to meet existing public school state aid commitments. Therefore, any additional state aid must be met by a state property tax. Similarly, any increase in local school finances will have to be met by higher local property taxes. Thus, the school financial problem involves two basic questions: (1) what are the financial requirements of the public schools, and (2) which level of government should levy the added property tax, should additional funds be needed? - Joseph Zomora, age 21, was killed when the car he was driving overturned on the highway west of Dragerton. Mr. Zamora lost control of the car while traveling at a high rate of speed and the car overturned several times. He is survived by his widow, baby.
