He would just rather get a pat on the back than open himself up to a public debate about the Record Straight k rv Editor; ) Issues. Let me set the record straight on Sen. Orrin Hatchs amendment that will require the federal government to balance its budget. A letter last week opposed the amendment because an existing law, Public Law already requires that the budget he balanced. This law, however, was repealed on Oct. 7, 1980. It was replaced with another law that expresses the idea that while Congress is committed to a balanced budget, it is not legally required to pass Annette Pershing St. Clair Editor: There are none so blind as those who have eyes and cannot see. A few evenings ago I was privileged to attend a meeting for the Utah Federation for the Blind. I was both delighted and dismayed. Even with that formal repeal, the fact is that whenever a law is passed that seems to contradict a previous law, the previous law is superceded. For example, before the repeal of P.L. whenever a Congress approved budget that was out of balance, P.L. was automatically repealled. Thus the need for an amendment to balance the budget. The fact that it was finally approved in the same year Congress approved a record deficit is a foolish argument against it is it wrong to take aspirin when you have a headache? The balanced budget amendment stops Congress from passing the costs of todays programs on to tomorrows taxpayers, and it requires that if Congress is to assume the credit for new programs, it must also assume the responsibility of paying for them. 95-43- . Among the Indians of the American Southwest, there are messenger spirits called Kachinas. These Kachinas were symbolized by dolls. The Kachinas spirits were invoked in song, dance and rituals. Stories of various Kachinas were invented as needed. One student made a doll for the particular purpose of encouraging the lawns, grass and fields.
