The nation is giadually moving to solve the vocational-tecmeal education problem. He said "You cant teach something you dont know any more than you can come back from some place where you have never been. So I think the fust important step in developing a sound program is to have good, qualified, competent teachers. "In some programs you do want a college graduate as a teacher, but not in all programs. He observed teaching that, if a youth is to be taught auto mechanics, it is essential that he learn to repair modern automobiles and not old models. Dr. Mobley stressed the need for adequate advisory committees of public spirited local people to work with vocational-technicschools in order to keep study programs up- He said there should be as special craft committees well as a general advisory com mittee in a community. HE RECALLED that in Los Angeles 500 persons were serving on the local advisory committees. He said that, in this instance, there was an advisory committee for each occupational field. Where a community faces the problem of making its study programs more adequate, he suggested that the school board members and school administration people visit other communities where they have good, sound, effective programs of vocational education and learn what they are doing. As a means of keeping study programs in line with employment demands, he commented that one thing a community can do is to make "an occupational survey to find out what occupations have opportunities for employment." DR. MOBLEY acknowledged that some study programs are expensive to set up.
