During 2002, the Kern River Pipeline construction brought an influx of enormous short-terjobs and capital expenditures (gross taxable sales) into the county. Then in 2003, the permit for the new power plant in Mona distorted construction figures. When these distortions are removed, the countys economy appears in relatively poor health. Jobs are still down, sales are contracting, and, unemployment remains stubbornly high. Only construction provides a ray of sunshine to this otherwise gloomy picture. Whats Going On? Juab Countys labor market seems to have taken a decided turn for the worse. But, remember that looks can be deceiving. So, dont jump to conclusions when you learn that Juab County expe- rienced a decline in employment between the fourth quarters of 2002 and 2003. Yes, the county has been on a streak job-losin- g lately. However, the enormity of the current decline can be traced to the year-ag- o tem- porary influx of construction positions for the Kern River Pipeline. The pipeline is done and the associated jobs are gone. Unfortunately, we cant blame all the job losses on the pipeline phenomena. Excluding the 2002 influx of pipeline construction jobs still leaves employment totals down almost 3 percent from last year. Apart from construction industry losses, two industries bear the primary responsibility for this continued contraction healthcare services, and accommoda-tionsfoo- d services. Most of the other major industries muddled along with minor job losses or gains. The exceptions were retail intrade with an crease in employment and the public sector (up 4 percent). Fortunately, construction of the power plant near Mona should boost employment in 2004. Unlike many of its peers, Juab County has yet to see a significant decline in its unemployment rate. The loss of nonconstruction jobs seems to be keeping joblessness relatively high. In April 2004, the countys jobless rate measured 6.5 percent significantly higher than both the state (4.5 percent) and national (5.6 percent) averages. Juab Countys unemploy- ment rate may still have an ace in the hole. Many of the countys workers head north for employment and Utah county offers a vast array of available employment. On the Home Front, Juab County started 2004 r with a increase in construction activity. Compared to a year earlier, total approved construction values were up 12 percent. A surge in new can take credit for this upswing. Nonresidential and additionsalterationsre-pai- r values fell. While the number of home permits increased by only one (a increase, by the way), the value of residential approvals more than doubled. Travelers diarrhea is one of the most common reasons why people end their trips early. We see thousands of trav rhea-causing V elers each year who fall ill to travelers diarrhea during a trip that was supposed to be full of fun, said Bradley Connor, M.D., president of the International Society for Travel Medicine. Severe cases may even lead to hospitalization, particularly in hotter climates where dehydration can be a serious concern. In addition, if left untreated, travelers diarrhea may cause other gastrointestinal problems. It has been estimated that up to half of all international travelers suffer from diarrhea during their journey. People who travel to developing countries of Latin America, Africa, the Middle East and Asia are at the highest risk of developing travelers diarrhea. Symptoms of travelers diarrhea include the relatively sudden onset of uncomfortable cramps and diarrhea while traveling, and in some instances may include nausea or fever. Before traveling, contact your physician or visit a travel clinic. Follow these tips to try avoiding illness: Avoid foods or beverages purchased from street vendors or other establishments with unhygienic conditions. Avoid eating raw or undercooked meat and seafood. Avoid eating raw fruits (e.g., oranges, bananas, avo cados) and vegetables unless youve peeled them yourself. Avoid drinking tap water or using it to brush your substantial expenditures associated with the pipeline slammed gross taxable sales to celestial heights. But, just like employment, even removing the 2002 pipeline expenditures doesnt erase the decrease in Juab County sales, substantial declines in service industry and retail trade sales still pushed year-ove- r figures down by almost 9 percent. The Road Ahead In the short term, Juab Countys labor market will undoubtedly improve as pow- er plant construction jobs flood the area. However, for long term economic health, other sectors must step in with additional expansion. Whats Up?
