The volunteer weather observers regularly contribute their time in .order for their weather observations to provide the vital information needed to define the climate in their areas, including average frost free dates, record high and low temperatures, normal high and low temperatures, normal rainfall and snowfall amounts, and many other normals, averages, and extremes of weather information. These weather records are used constantly to answer questions and guide the actions of public agencies, agricultural and commercial organizations, and individuals. Weather records also form a basis for preparedness for national and local emergencies by providing statistics such as the recency of flooding, tornadoes, hail storms, and severe wind events.
