By Myrna TVauntvein f.1o7c:cn Times-New- Single Copy Price Wednesday, May 5, 1999 Correspondent There is a problem, once again, with the Mormon Cricket population which has been plaguing the state's farmers off and on from the time the pioneers first settled the state until now. We have been out to look at the potential problem areas in our county, said Robert Steele, commissioner, Recent surveys report a conservative estimate of 1,300 square miles or 831,000 acres of land in Utah which might be infested with crickets and grasshoppers. ' The unusually mild winter has caused some of the Mormon Crickets to hatch early this season. Now is the time for ranchers and farmers to act. Steele said Cary G. Peterson, Utah Commissioner of Agriculture and Food who is also a local landowner, had formed an eleven-perso- n Decision and He said many Wilderness advocates falsely represent the designation is needed to protect public lands. However, he said, BLM and other public lands are already more than adequately protected by thousands of public employees and thousands of pages of written land management laws, rules, and regulations. Commissioners were in agreement that the Wilderness designation will unduly and unfairly impact the public. They all agreed that the designation Usually federal jurisdiction prevails and the federal government provides the insect control on large areas of public land infested with such pestilence. Commissioner Peterson informed us that advised the state and counties that there would not be any federal money to help control insects on public lands this year, USDA-APHI- S said Steele. This could result in a serious economic loss in Utah and other western states. The counties which might be affected in Utah this year include Beaver, Box Elder, Davis, Iron, Juab, Kane, Millard, Sanpete, Tooele, and Utah. Peterson informed Juab County Commissioners and the USU Extension Agent that he would make the states limited supply of poison cricket bait available for use by the various infested counties as well as the US Department of Agricultures APHIS (USDA-APHIprogram. Steele said they were trying to get the word out, that because of S) limited funds, many homeowners, farmers and ranchers may be on their own in efforts to control insects this year. Property owners can contact their local USU extension agent office for information on the best strategies for controlling the insects. The Decision and Action Committee is made up of the Utah Department of Agriculture and Food, the BUI, the US Forest Service, the USU Extension Service, Utah Farm Bureau, Utah Department of Natural Resources, Utah counties, Utah cities, the Utah Legislature, and private land owners. XJ 55 restricts and takes away public access to public lands. Once designated as Wilderness, no vehicle or mechanical device can be taken onto or used on Wilderness lands, said Howarth. The only way any citizen can utilize Wilderness is to hike into or ride horses on it Steele said he was also concerned about the economic impact. It would significantly impact the economy, he said. "It eliminates all future natural resource access and utilization. Without natural resource access and utilization, our national defense is at risk. The strength of a country comes from within and is dependent on its ability to be said Howarth. Consider what happened during WW g, II. Wilderness insures no future development whatsoever of such lands forever, said Joseph Bernini, commissioner. Once designated as Wilderness, any future economic use is absolutely forbidden. That is why we are currently engaged in a process, using modern technology, to prove and document that may proposed Wilderness Lands clearly and obviously do not meet the Wilderness Criteria, said Howarth. He said the report would be available, upon completion, for the public to review. . Zane Pentx and Bill Motes attended the meeting to discuss the procedure required by the notice. I received an notice to stop work on the project until further notice, said Pentx. The reason given was thst the work would disturb the rights of historic corrals locsted along the path ofthe proposed widening project. Richard Pace, owner of the corrals, was in favor of the project, said Pentx. He is agreeable but the corrals were considered historic by the federal reroad-wideni- descon- cept for public lands. There can be no development, gazing, improvements, or any other use except that it be kept as a pristine environment, he said. I am concerned that the designation will restrict access for emergency medical assistance, said Bernini. What would happen if someone were seriously injured while hiking or riding horses in Wilderness designated areas? Mechanized equipment can be driven on to such lands, he said, nor could aircraft be flown into the area. He was also concerned, he said, about what people will do to enjoy the natu- ral beauty of the Wilderness Lands when they become old or are stricken with health problems. The Wilderness designation will restrict access to the physically disabled, elderly or those in poor health who cannot either hike on the lands or ride a horse onto the lands. These people could not be driven onto these lands to enjoy the natural beauty, said Bernini. Much of the Wilderness will not be seen by the majority of the public once designated, agreed Howarth. We are working to document and esof the tablish that the is seriously flawed, said Howarth. We dont have much time to do it, but we are working hard. Wil-derne- ss the historic corrals, said Pentx. An environmental study had been submitted on the project and the review indicated that the historic corrals, no matter the condition, had the right of preservation. There is no record of fatal accidents occurring on the road, he said. In addition, there was not significant volume of traffic on the roadway to warrant tearing down or relocating the historic corrals. How long is "until further notice?" asked Wm. Boyd Howarth, commission chair. Pentx said a meeting was being planned for the Federal Highway Administration officials, UDOT officials, the engineers, Nephi City officials and county commissioners.
