By Myrna Trauntvein Times-New- s Correspondent Juab County Commissioners passed an ordinance creating and regulating the use of the Juab County Mona Reservoir Park. David Leavitt, county attorney, read the ordinance to commissioners at the beginning of commission meeting on Monday and then, before the meeting was over, added the items commissioners wanted changed and presented it for signature. Leavitt said the document recognized that the county had recently acquired beach front property along the shore of Mona Reservoir and was creating and had the right to regulate the Juab County Mona Reservoir Park. In addition, it is unlawful for any person to knowingly or intentionally discharge any fireworks inside the park. A violation of any aspect of the ordinance will be considered a Class B misdemeanor and will be punished by the Juab County Sheriffs Department. The fireworks law was initiated at the request of Wm. Boyd See Ordinance on page 2 By Myrna Trauntvein Times-New- s Correspondent Juab County Commissioners are considering adopting an ordinance to impose a fee to collect funds for roads damaged by heavy traffic by trucks owned by private businesses. David Leavitt, county attorney, and Mike Seely, county administrator, were assigned by commissioners at an earlier meeting to investigate what needed to be done to assign such a fee. We have learned a great deal, said Leavitt. Leavitt said he, and Seely, had been doing the necessary footwork and had spent three and a half hours in a meeting on Friday to discuss what other counties have done about such fees. As they mat with one of the counties which has such a fee, they learned an engineers study was the best way to begin their efforts to show road damage. We need to establish credibility by doing the engineering study, said Seely. The general taxpayer should not have to pay for a private business to make a profit. The engineer would tell us the design and use planned when the road was constructed of each of the county roads, said Leavitt. We would then be aware of the amount of disproportionate use demand placed on the road which would, in turn, lead to degradation. The word gets out, said Howarth. If several people are ticketed, then they pass it on to other drivers and, fairly soon, everyone knows they should not speed in that area. He said he thought, if the speed limit could not be changed, then a double yellow line might be a good idea. We have no problem looking at placing a double yellow line there, said Bassett. If you want us to do that then we will take a look at it. Bassett said he would wait to be contacted by the commission if they were interested in the double yellow line.
