Mark Sensibaugh, represent ing the Uinta National Forest The roads have been plowed to the snow park this year, said Sensibaugh. He said, in fact, the blade of the snow plow helped level the proposed parking area. He said the Forest Service would like the county road crew to spread gravel at the parking area this year. It would be better if the area had gravel placed this year and if it were asphalted in several years. That would allow it time to settle, said Sensibaugh. The road, at the Y Junction, is deteriorating. The road, not the parking area, is coated with asphalt, has many small cracks and will need to be resurfaced eventually. Having the road snow plowed is better for the surface than leaving the snow pack. He said the freezing snow, the thawing and refreezing process, and the traffic had a tendency to break up the road even more. The road belongs to the Forest Service, said Sensibaugh, but the agency has an agreement with the county for maintenance. Class B road funds are to help defray costs. The snow park was created under a participatory agreement. Commissioners asked David Leavitt, county attorney, to review the document the county and the Forest Service are working on dealing with roads. Sensibaugh presented the commission with three copies of the 1998 toad agreement for their 4 sports such as snow mobiling and cross' county skiing a place to park their vehicles while they participate in the sports. It is also a spring board area for trips to begin and end. The restroom facility has been constructed, said Sensibaugh. Signs, a map of accessibility, and an information board, mainly tied to winter sports, will all be in place for the winter to come.
