Randy Anderson, Nephi City Gas Department, discussed an incentive program to help people convert to natural gas. He explained that Nephi City started the plan on November 1 and the response has been very good. He told the council that the margin of net increase for the town is more on gas then it is on electricity. Mr. Anderson asked the council to consider doing something in Levan to help residents convert to gas. He offered to help in any way. Mayor Dubinsky suggested the planning and zoning committee should look at it. The council would then discuss it next month. Mayor Dubinsky read the results of the November 7 election. Dubinsky came in at 7:30 a.m. to type the application and was still in the office at 9:00 a.m. He was concerned that she was being accused of just sitting in the office when she was helping him. Council member Shepherd reported that he had the figures for the bills to those people who had driveways paved when the roads where paved in front of their houses. Rache-ll- e Bryan, town clerk, explained the information she received concerning a recount. She said the losing candidate must call for a recount within 7 days of the election. The votes can only be 1 vote in difference. The two candidates are invited to attend, while 3 judges recount the votes. The second count becomes the official one. If another recount is requested, it must go through the courts. Council voted unanimously to accept a Mobile Home Park Ordinance. The ordinance was recommended by the planning and zoning committee. Council member Karl Worwood reported that the application to the Community Impact Board is complete. He noted that Mayor Continued from page Continued from page the trailers being moved into the trailer park without the proper inspections. I have received a lot of complaints, said Steele. People tell me the noise disturbs the peace. Each time the council has addressed the issue, a large truck has approached the junction and, as the truck slows to stop at the flashing yellow light on the corner in front of city hall, the driver has applied engine brakes. Each time, the council has found conversation difficult because of accidentally better with their training than their owners. taking time to unlbck cars. Nephi City Council members voted to extend a moratorium set by the council to hold residential development of a density greater than single family at a standstill until the city general plan is revised. The city staff has recommended we extend the moratorium for six months or until the general plan is completed, said Robert Steele, mayor. The original time schedule called for the general plan revision to be completed by November 15th and associated ordinances by February 1, 1996. Even on that schedule, the moratorium would have to be extended, said Steele. Some things the council has decided to do, such as conduct a survey of the community, have slowed the process. Utah State University helped conduct the survey and will compile the results. It has been forecast the results will be a few weeks in "Vi&lcone- with input fr'bm the planning commission and the council," said Steele. It probably will not take six months to complete the needed work, said Steele. I recommend we extend the moratorium for six months or until the general plan is completed, said Steele.
