The role of States in establishing and administering water rights is fully recognized. Existing water rights are not affected. The final rule will not affect the perfection of water rights on land. The final regulations do not contain a provision to change the formula for determining the Federal grazing fee, as was proposed in the draft regulations issued March 25, 1994. We continue to believe the grazing fee formula established in the Public Rangeland Improvement Act needs to be changed. We left any decision on the grazing fee structure to Congress because we could not reach any degree of consensus on this issue. The fee proposal distracted from our more important objective to improve the health of the land, Dombeck said. Todays action amends three Interior Department regulations. They are: Regulations on Appeals Procedures (43 CFR Part 4); Regulations on Cooperative Relations (43 CFR Part 1780) and; Regulations for Grazing Administration (43 CFR Part 4100). The final regulations will take effect in six months. The delay will allow for Congressional review.
