Traffic going north and south, traffic going east and west, extremely high pedestrian traffic in either direction, and unusually high numbers of traffic accidents occurring at the proposed site would allow traffic-ligplacement, said Jolley. Traffic must be extremely dense. The top two warrants call for traffic to be dense for an eight-hou- r period or to have a high rate for one hour during peak traffic. N ephi hasnt met the eight-hou- r traffic density warrant, he said, but is getting close to meeting the high traffic level for one hour.
