Show Utahns falling prey to voter apathy, Utah Foundation says Based on past performance, it is expected that approximately 665,000 Utahns will cast ballots in the 1988 presidential election, says the Utah Foundation. At one time, Utah nearly always ranked at or very near the top of the 50 states in the percent of voter participation. Utah led the entire nation in the percentage of voting-ag- e population casting ballots for presidential electors in the 1964 and 1968 elections, and Utah ranked No. 1 among the states in the percent casting ballots for U.S. representatives in the 1960, 1964, 1968, 1970, 1972, and the 1976 general elections. Utah has slipped in its rank ing during recent years, however. Voter participation dropped to sixth place in the 1980 presidential election and to ninth place in the 1984 election.
