Show Transfer payments contribute to budget deficits; group says Transfer payments are one of i he major elements in the expansion of federal government operations and the creation of budget deficits during recent years, says the Utah Foundation. According to the foundation, transfer payments are amounts taken from income derived through the production of goods and services and redistributed to individuals and others who render no concurrent service for such payments. They include such items as welfare payments, Social Security benefits, unemployment compensation, public employee retirement allowances, veterans pensions, and related benefits. Transfer payments made throughout the United States during 1985 totaled $488 billion. This outlay was equal to 14.7 percent of the total personal income received by all individuals. In other words, transfer payments now account for one out of every seven dollars of personal income in the U.S. These payments grew very rapidly during the 1970s and the early 1980s. Between 1969 and 1983, this growth averaged 13.9 percent per year. Personal income in the United States, on the other hand, rose at an average annual rate of 9.8 during, this same period.
