Foundation analysts hasten to out, however, that the mill ' pointreduction within Nephi this levy 'year was prompted by the high-.e- r assessments which resulted Tfrom the property revaluation ; program that became effective in the county during 1976. Under Utah law, operating levies must be adjusted downward whenever higher assessments are applied under the revaluation program. The lower mill rate does not mean a tax reduction I for all taxpayers, however. In most cases the correction of un- derassessments for taxpayers more than offsets the mill levy : reduction, and many property owners will experience sharply higher tax bills this year. I Nephis overall property tax levy in 1976 is 65.41 mills ($65.41 per $1,000 assessed valuation). This compared with a total levy ' of 84.25 mills in 1975 and 84.70 mills in 1970. Nephi news Approximately 61.1 percent of the total property taxes charged in Nephi this year will go for school purposes. The Foundation report indicates that 16.8 percent of the property tax collected in Nephi will go for municipal purposes, 19.9 percent for county purposes, and 2.2 percent for special district purposes. A comparison of the 1975 and the 1976 levies in Nephi by purpose is as follows: Purpose the Foundation reappraised, analysis notes that total property tax mill rates rose in most of the major Utah communities during 1975. An examination of the 1976 tax rates charged in the 57 largest Utah municipalities that were not reassessed during the year reveals that the overall tax rate rose in 47 cities, declined in only 3 cities, and remained unchanged in 7 cities. The total average levy in these 57 communities increased by 3.14 mills, from 74.99 mills ($74.99 per $1,000 assessed valuation) in 1975 to 78. 13 mills in 1976. Of the 25 counties that were not reappraised this year, 12 counties raised their levies, only 3 counties lowered their levies, and 10 counties made no change. A total of 187 cities and towns are located in the 25 counties not affected by reappraisal changes this year. Of these municipalities, 43 increased their levies, 9 reduced their levies, and 133 made no change in 1975. Along with the mill levy hikes this year, a sizeable increase in property valuations subject to taxation has occured. The Foundation report shows that the total valuation of the state will exceed $3.2 billion in 1976, an increase of about $435 million, or 16 percent above the 1975 assessment total.
