The applicant approval of plans for a mobile home park or of a mobile home subdivision shall pay at the time of application a checking fee, in addition to all other required fees if any, as seen appropriate by the Planning Commission. The checking fee shall be based on the area of the property included in the plan. Standards and Requirements 1. Access Roads. Each mobile home park or mobile home subdivision shall, as a minimum, meet the road standards that currently exist in the area to be developed. The County Planning Commission shall be empowered to determine what the current stands are that do exist and furthermore, if bituminous surfacing of roads and concrete construction of guttering and walkways is deemed appropriate, the County Planning Commission shall be empowered to require these improvements regardless of the existing condition of the present road system in the area. All roads will be at least 20 feet wide to serve each mobile home space and common parking areas. Each such access road should be continuous and unobstructed and shall connect directly to a public street. Direct vehicular access to mobile home space shall be limited to the access road provided. Where any access road connects to two (2) or more public streets, it shall be arranged so as to prohibit through traffic. 2. Parking. Parking spaces shall be provided for the of motor vehicles in the parking ratio of at least one parking space to each mobile home space. 3. Playground Required. Playground area shall be provided for each mobile home park or mobile home subdivision having ten (10) or more units and shall be restricted to and maintained for such use. A minimum usable area of one thousand (1,000) square feet shall be set aside and developed for each mobile home park having at least ten (10) units ana fifty (50) square feet additional for each unit above ten (10) units. 4. Density of Units. The maximum number of mobile home units shall not exceed a density of ten (10) units per gross acre. 5. Mobile Home Space Size. Each mobile home space shall have a minimum area of three thousand (3,000) square feet and a minimum width of forty (40) feet. 6. Minimum Yard Clearances for a Mobile Home Space. Each mobile home shall have the following minimum yard clearances: a. Front yard on a private access road: ten (10) feet. b. Side yard on door side of mobile home: twenty (20) feet including a ten (10) foot driveway. side c. Side yard on of mobile home: five (5) feet. d. Rear yard: five (5) feet. 7. Minimum Yard Clearances for Mobile Home Park or Mobile Home Subdivision. Each mobile home park or mobile home subdivision shall have the following minimum yard clearances: a. Front or side yard on a public street: thirty (30) feet. b. Side yard bordering adjacent property: fifteen (15) feet. c. Rear yard bordering adjacent property: fifteen (15) feet. 8. Service Building Required. All mobile home parks or mobile home subdivisions containing spaces for dependent mobile homes shall provide at least one service building containing: a. At least one water closet for each sex for each ten (10) or major part thereof, dependent mobile nome spaces. b. At least one lavatory and one shower or bathtub for each sex for each ten (10) or major thereof, dependent mobile part home spaces. c. A clothes washing, drying and ironing room with the necessary washing and drying facilities. 9. Sewage and Liquid Waste. All sewage and liquid waste shall be required to make connection with public sewer facilities. Each mobile home space for independent mobile homes shall have a trapped sewer inlet to receive all mobile home wastes. If no public sewer is available in the opinion of the Planning Commission, the sewage disposal shall meet the Central Utah District Health Department Regulations in con- Off-Stre- junction with State Board of Health requirements. 10. Water Supply and Electricity. Each mobile home space shall be provided with an electrical outlet and a public water supply system approved to meet the Central Utah District Health Department Regulations in conjunction with State Board of Health requirements. 11. Skirting Requirements. In both mobile home parks and mobile home subdivisions, with in 45 days of occupancy, each mobile home shall be skirted, or shields may be used, providing they are fireproof and or otherwise preserved. 12. Storm Drainage. Storm drainage facilities shall be so constructed as to protect residents of the development as well as adjacent property owners. Such facilities shall be of sufficient capacity to insure rapid drainage and prevent the accumulation of stagnant pools of water in or adjacent to the development. 13. Sanitation Requirements. The mobile home park or mobile home subdivision shall be kept free of rubbish, and shall be maintained in a sanitary condition at all times. All harborage places for rodents or hosts of insect vectors shall be eliminated or effectively treated. Requirement Variations In considering the application, for both mobile home parks and 'mobile home subdivisions, the Planning Commission among other things shall make sure that such development will constitute a residential environment of sustained desirability and stability and that it will not adversely affect amenities in the surrounding area. The Planning Commission may require changes to be made in the plan and development standards in excess of the minimum standards contained in this Ordinance, such as walls, buffers, street signing, and street lighting. Greater amounts of landscaping, or parking space may be imposed as conditions of the approval where determined by the Planning Commission to be necessary to insure that the development will mix harmoniously with joining or near-b- y uses. Likewise where unusual topographic or other exceptional conditions exist the Planning Commission may vary the requirements of this Ordinance provided that such variations will not substantially impair the intent of this ordinance. Separability If any section, sentence, clause, phrase or a portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portions shall be deemed a separate, distinct, and independent provision, and such holding shall not affect the validity of the remaining portions therewell-painte- of. Conflict of Ordinances This ordinance shall not nullify the more restrictive provisions of convenants, agreements, or other ordinances or laws but shall prevail notwithstanding such provisions which are less restrictive. Emergency Clause In the opinion of the County Commission of Juab County, it is necessary to the peace, health, and safety of the inhabitants of Juab County, Utah that this Ordinance shall take effect immediately.
