The subdivider or developer shall first apply to the Mona Town Board for approval of any such subdivision or development, and shall present with such application, a plot plan, together with the legal description thereof, showing the location of the proposed development. b. The subdivider or developer shall also furnish blueprints of any structure to be errected, ana an architectural schematic plan of the project, all for the purpose of advising the members of the town board of the nature of the proposed subdivision or development. c. Development work shall not be initiated until the plans therefor have been officially passed on by an engineer for and in behalf of Mona Town, Utah, and approved by the Mayor and Town Board. Section 3. Acts to be done in Subdividing and Development. The owner of any undeveloped property within Mona Town, proposing to subdivide or develop the same for residential or business purposes shall include in all plans lor subdivision and development, plans showing and describing the tract of land, the sizes, and dimensions of the lots, blocks, streets, alleys, and all pieces dedicated to public use. Such plans shall also show that the following work will be completed by the develper: a. Shall grade, gravel and bituminous surface, from gutter to gutter, all streets dedicated to the public use. b. Shall construct concrete sidewalks and concrete curb and gutter in all streets dedicated to the public use. c. Shall construct water mains to serve adequately the area subdivided. d. Shall construct sanitary sewer facilities to serve adequately the area to be subdivided. e. Shall provide proper and adequate surface drainage for the area to be subdivided. f. Shall properly lay out and install all public electric power lines for the service of said area. Section 4. All Acts Subject to Approval of Town. That all of the foregoing requirements shall be performed and done at the expense of the owner or subdivider and shall be subject to the approval of the Mona Town Boara. Section 5. Fee to Be Payed. That there shall be deposited with the Town of Mona, Utah with any application for consideration of a subdivision or development the sum of $ to guarantee payment of the expense of checking the plat by an engineer for and in behalf of Mona Town; and that all expenses of such checking shall be born by such owner or subdivider. Section 6. Publication. This ordinance shall be published for a one week in the Times-Newweekly newspaper published in and having general circulation in Juab County, Utah, and shall take effect fifteen days (15) after the date of its passage, or the day following the date of its publication in said newspaper, whichever day is later.
