The announcement was not unexpected and was generally accepted as inevitable, in view of the heavy gold withdrawals due mainly to the prolonged speculative boom in the United 8tates which has been encouraged by cheap money facilities in London. Since last summer the expectation had prevailed in financial quarters here that a break in the American boom was imminent and that the necessity for raising the price of money in England, which had remained unchanged for nearly two years, might be avoided. But in recent weeks the outflow of gold tended to increase rather than diminish and the gold reserve has reached the minimum limit of safety. It was recognized that further delay would invite disaster and compel drastic measures later which would be even more calamitous to industry than the pres-eaction. Effect Unfortunate On General Trade. While industry accepts the decision as unavoidable, the effect is unfortunate at a time when recovery of trade was generally anticipated and in some measure actually was in progress. For example, there Is indisputable revival even in the South Wales coal trade. A sudden demand has sprung up which hastened the reopening of several mines and in Cardiff scores of ships wait to be bunkered, a circumstance which has not happened before in severar years.
