Outlook for the coming months is grim, even though work has begun on a pipline to carry water from Recapture Reservoir to the city treatment plant. Philip Palmer, city engineer, told council last week the inflow from Johnson Creek is peaking at about two second feet. Palmer also told council the intake valve at Starvation Reservoir is stuck. As a result, inflow is through a diversion ditch. Palmer said" it has not been possible to monitor flow through the tunnel that brings runoff through Blue Mountain to Blanding.
