The fee is established by a formula set in Executive Order 12458 of February 14, 1986. The fee formula adjusts a base fair market value of livestock grazing use of public lands by indices based on land lease rates, beef cattle prices, and cost of production. While increases in private land lease rates and beef cattle prices fees upward, the significant rise in the cost of production faced by ranchers and farmers who use public lands for grazing caused the fee decrease. The 2.7 percent decline in the 1990 grazing fee follows a 38 percent rise in the fee over the previous two years. In 1988, the last year for which complete figures are available, about $15 million in grazing fees was collected.
