J-T-- P-A, or JeTPA, is the Jobs Train- ing Partnership Act passed by Congress on October 13, 1982, to replace the former Comprehensive Employment and Training Act (CETA). Utahs planningprocess for use th of JTPA funds for the first 1933 period, October, through June, 1984, is in full nine-mon- swing. Two levels of decision-mati- ng exist within the JTPA process: state and local. Several major areas of responsibility are designated to the governor, who is charged with selecting a state council to advise coordinating him on JTPA matters. On February 9, 1983, the governor named a 16 member council which includes GordonBirdofBlanding. SDAs. Each SDA must select a Private Industry Council (PIC) to make local decisions about the program. The act carefully delineates which decisions are state and which are local. The PIC represents local business leaders who must make up a majority of its membership. Other PIC membership represents selected agencies specified in the Act. Membership on the 15 person PIC for the Southeast SDA from private industry include Buckley Jensen and Norman Johnson, San Juan County; Dave Laurkski, Carbon County; Seretia Snow, A.G. Kinder, Bevan Wilson and Gerald Stanton, Emery County; Ron Johnson and Bob McAdams, Grand County. The purpose of JTPA, in Congressional language, is to youth and unskilled prepare adults for entry into the labor force and to afford job training to those economicaUy disadvanindividuals and other taged individuals facing serious barriers to employment, who are in special need of such training to obtain productive employment. Ninety percent of participants served by JTPA must be eco- - nomically disadvantaged. This 10 percent may include displaced homemakers, school dropouts, teenage parents, handicapped, older workers, veterans.
