During the four years he has served, 24 cases have been tried, five receiving fines only, two voluntary exit, six put on probation, three charged with felony, five dismissed and two pending. Also included was a map of the U.S.A. listing Arizona as a target state for 1976 for decriminalization of possession of marijuana. Oregon, California and Colorado already have enacted legislation to this effect. Utah, Nevada and New Mexico were among states listed as having a lobbying group active in an effort to pass legislation decriminalizing the use of the three states, Only drug. Part of the problem, Judge Calvin Van Dyke observed, is that in the county professional drug users are being handled by amateurs. He noted that his only preparation as Justice of the Peace was to be appointed by the county commissioners and be handed a manual and a docket. Lack of adequate training both for J.P.'s and police officers is a major problem, he noted. A communication gap is another problem, Van Dyke noted, pointing out that there is no present system of infor- mation sharing between the five precincts in the county. As a result, a J.P. in one area has no knowledge of past offenses from other areas, so he doesn't know whether or not a drug user is a first offender. He suggested that a clerk be assigned to handle aU records in the five areas or that the J. P.'s meet periodically. If we were unified, justice would be served in more instances he said, and the haphazard situation now existing would be eliminated. Earl Stevens, representing radio station KUTA offered a rebuttal to the previous meeting's procedures where the media was accused of being remiss in its duties of informing the public of drug problems. He stated that it is the policy of KUTA to air anything we hear about. To get this information the law enforcement officers need to volunteer the information or if the staff hears about something they wiU check it out.
