That on or about March 16, 1951, effective April 1, 1951, there was issued by the United States of America under and pursuant to the mineral leasing laws as defined in Section 11 of the Act of August 13, 1954 (68 Stat. 708) an oil and gas lease to Henry A. Whitley, as Lessee, and that The Carter Oil Company, whose address is P. 0. Box 801, Tulsa, Oklahoma, is the present lessee under said lease as to the lands described in Section 2 of this Notice, bearing Serial No. 9, as shown by the records of the Bureau of Land Management, Department of the Interior; and, 2.
