House Manager TRAILER PARK ORDINANCE it ordained by the City Council of Monticello City in session this 30 day of March 1955. SECTION I Definitions. (a) Trailer Park means any plot of ground upon which two or nore trailer, occupied for dwelling, sleeping or other purposes, ire located, regardless of whether ir not a charge is made for such Te accomodation. Trailer Space means a plot of ground within a trailer park designed for the accomodation of one trailer. (c) Trailer means any vehicle r similar portable structure having no foundation other than wheels, jacks or skirtings and so designed or constructed as to permit occupancy for dwelling, sleeping, or other purposes. (d) Independent Trailer means a trailer which has a flush toilet and a bath or shower. (e) Dependent Trailer means a trailer which does not have a flush toilet and a bath or shower. SECTION II License. It shall be unlawful for any person to maintain or operate vithin the limits of Monticello City, any trailer park unless such oerson shall first obtain a license therefor. All trailer parks in existence upon the effective date of this Ordinance shall within 90 days thereafter obtain such license and in all other respects comply fully with the requirements of this Odrinance. SECTION III License Fees The annual license fee for each 'railer park shall be $25.00. The 'ee for the transfer of the license ts provided in this Ordinance (b) of this Ordinance. Ft. for each space, which shall be at least 30 Ft. wide and clearly defined. Trailers shall be so harbored on each site that there shall be at least a 15 Ft. clearance between trailers, provided, however, that with respect to trailers parked end to end, the end to end clearance shall not be less than 10 Ft. No trailer shall be located closer than 10 Ft. from any building In the park or from any boundary line bounding the park. (c) All trailer spaces shall abut upon a driveway of not less than have 25 feet in width which-shal- l unobstructed access to a public street, all driveways shall be sur-faewith gravel or other surfacing material. All driveways shall be well marked in the daytime and lighted at night with at least 25 watt lamps located approximately 15 Ft. from the ground and at intervals of d 100 Ft. (d) If on street parking is permitted, additional street widths shall be allowed according to the type of parking so that there shall always be an unobstructed freeway of at least 25 Ft. (e) An electrical outlet capable of supplying at least 110 volts shall be provided for each trailer space. SECTION VI Water Supply Each trailer space shall be provided with a cold water tap at least 4 Inches above the ground. An adequate supply of hot water shall be provided at all times in the service buildings for all bathing, washing, cleaning, and laundry facilities. The park water sys tern shall be connected t6 the city main and comply in full with the city plumbing code. SECTION VII Sanitation - Facilities Each trailer park accomadat-inone or more dependent trailers shall provide service buildings with the following minimum sanitation facilities: (a) The toilet and other sanitation facilities for males and females shall be either in separate buildings or shall be separated if in the same building by a soundproof wall . (b) Toilet facilities for males shall consist of not less than me flush toilet, and one urinal for every 10 dependent trailers, one shower or bath tub with individual dressing accomodations, and one lavatory' for every 10 dependent trailers. g for females (c) Toilet-facilitishall consist of not less than one flush toilet, one shower or bath es tub with individual dressing accomodations, and one lavatory for every lCh dependent trailers. SECTION X Sewage Disposal Each trailer space shall be prodded with a trapped sewer at east 4 inches in diameter, which shall be connected to receive the waste from the shower, bath tub, flush toilet, lavatory and kitchen sink of the trailer harbored in such space and having any or all such facilities. Waste from showers, bath tubs, flush toilets, lavatories, urinals, slop sinks, and aundries in service and other buildings within the park shall be connected to the City sewer system together with the sewers from each of the trailer spaces. SECTION XA No dogs, cats or other pet animals shall be permitted to roam at large in the trailer court. SECTION XI Refuse Disposal Tightly covered fly and rodent oroof garbage cans shall be provided in quantities adequate to permit disposal of all garbage and rubbish. The cans shall be kept n sanitary condition at all times. Garbage and rubbish shall be collected and disposed of as frequent-as may be necessary to insure rhat the garbage cans will not overflow. SECTION XII Fire Protection Each trailer park shall be equipped with one fire extinguisher in good working order, and of at least A1 Bl classification for each 10 trailer coach spaces. Each section of each service building shall be equipped y .vith a at of suitable fire extinguisher least Al classification. (Classifications are as defined by the standards of the National Board of Fire Underwriters). No open fires shall be permitted at any place which would endanger life or property, nor shall any fires be left unattended at any ime. SECTION XIII Registration It shall be the duty of the - licensee to keep a, register containing a record of all trailer Owners and occupants located within the park. The register shall contain the following information: (a) Name and address of each occupant. (b) The make, model and year of all automobiles and trailers. (c) License number and owner of each trailer and automobile by which it is towed, together with the state issuing such license. (d) The date of arrival and of each trailer. . (e) Whether each trailer is of or independent the dependent type. The park operator shall keep the register available for inspection by law enforecement officers, and other officials whose duties necessitate acquistion of the information contained in the register. The register shall pot be destroyed for a period of three years following the date of registration. SECTION XIV Supervision A responsible attendant or caretaker, owner or operator shall be in charge at all times to keep the park, its facilities and equipment in- a clean, orderly and sanitary conditilon, and he shall be answer. able; with the license, for any of the provisions of this Ordinance. SECTION XV Revocation of License. The City Manager shall revoke mv license to maintain and operate a trailer park when the licensee has been found guilty of violation of any of the provisions of ths Ordinance. The license may be reissued if the circumstances lead ing to the conviction have been remedied and the park is being maintained and operated in full compliance with the law. SECTION XVI Posting of License. The license certificate shall be conspicuously posted in the office of or on the premises of the trailer T',,rk at all times. SECTION XVII Separability of Provisions Should any section or provision of this Ordinance be declared invalid, such decision shall not af fect the validity of the remaining portions of this Ordinance. SECTION XVIII Conflicting Laws or Regulations Should any of the provisions of this Ordinance not meet the minimum standards as set down by State Law or Regulation now or hereafter enacted then the pro vision of the State Law or regulation shall apply; however, the of this Ordinance provisions which meet or surpass such State regulations shall prevail. If the applicant is found to be of good moral character, and the proposed trailer park will be in compliance with all provisions of this ordinance and all other opplieable ordinances and statutes, the Building Inspector and the City Marshall shall approve the application, and upon completion of the park to the plans the City Manager shall issue the license. SECTION V Trailer Dark Plan The trailer park shall conform to the folowing requirements: (a) The park shall be located on a well drained site, properly graded to insure rapid drainage and freedom from stagnant pools shall upon conviction be fined not more than Two Hundred and Ninety-nin(S299.00) Dollars, or imprisoned not more than six (6) .nonths, or both. The attention of bidders is directed to the Special Provisions covering subletting or assigning the contract. The minimum wage paid to all skilled labor employed on this :otract shall be $2.50 per hour. The minimum wage paid to all '.ntermeidate labor employed on this contract shall be $1,875 per hour. The attention of bidders is directed to the fact that this Commission has been advised by the Wage and Hour Division, U. S. Department of Labor, that contractors engaged in highway con struction work are required to meet the provisions of the Fair Labor Standards Act of 1938, (52 Stat. 1060.)
