One of the callers conveyed this thought and he accused her of getting this false information from his opponent. When Rep. McKeon (25th District of California) came to town he introduced himself as a friend of Orton. He said he was this with his own eyes, time and time again. Orton has got to realize that everything negative in his public life doesnt come from his opponent, but comes from CNN news, the public record and the congressional digest. If his record is so good, why doesnt he just claim it and then he doesnt have to blame his opposition for distorting his record or telling falsehoods about his candidacy. Political scientists tell us that the most negative campaign is the one that accuses his opponent of running a dirty and negative campaign. Rep. The policy notes that the district may deny applications to school-ag- e children who do not have a parent or legal guardian living within the district if the district determines that enrollment within the school in question will exceed 90 percent of maximum capacity during the coming school year. The district may also deny applications to those who have committed serious infractions of the law or school rules or have been guilty of chronic misbehavior which would, if it were to continue, endanger persons or property, cause serious disruption in the school, or place unreasonable burdens on school staff. Exceptions may be made by the provisional agreement which w'ouldbe signed by the parent, student and school officials. The policy also establishes tuition fees for students. students whose parents reside outside the state of Utah who desire to enroll in the Emery County schools will be required to pay a tuition fee at least equal to the per capita cost of the school program. The final amount is to be determined by the board. Students who plan to attend the Emery County schools, and whose parents or legal guardian reside out of state, must also have a bona fide legally appointed guardianship established with whom they wall reside in Emery County prior to school registration The policy does not apply to foreign exchange students who are sponsored by approved agencies.
