Merrill Swasey, chairman of the Emery County Special Service District No. 1 (roads), said that the $4 million estimated cost is the cheap part and suggested that the county will have to come up with an additional quarter million dollars annually to maintain the facility. He also expressed concern regarding overbuilding in the county when there are inadequate funds to do so. He said that while Community Impact Board (CIB) money has helped with a number of projects, These revenues can dry up tomorrow. He urged the board to proceed with caution with this project. Mr. Justice noted at that point that the CIB will not fund maintenance, and citizens of the county have to ask if the county can, on its own, afford the maintenance. He said that because the county contributes more than any other county to the Federal Mineral Lease account, the county stands a good chance of getting funding for the project. However, to continue to fiind maintenance, which he estimated at $90,300 annually, the county would have to look at other sources. Such sources, he pointed out, could include income from annual membership fees, use of existing reserve county funds, and a tax levey. He suggested that the county could get the necessary funds, however, without raising taxes. Still, several expressed concern about the legality ' of the courthouse are in need of renovation. He compared the proposed complex with the auditorium at Emery High School, saying that few people can use the $5 million auditorium while the recreation center would be used by nearly the facility. He suggested that a survey be conducted to find out the needs of the public. Two women who operate fitness centers in the county expressed concerns about a recreational complex putting them out of business. Sabrina Lngerman said that her fitness business in Huntington would not be able to compete with a public facility. She also reminded those present that the county had built the soft-ba- ll er, he said that in the end, it all comes down to funding. If we can cover the costs, he said, I fully support it. Emery County Attorney Patricia Geary said that if the county wants to have a recreational facility, it must decide how it wants to fund it.
