The first year began with a focus in Carbon County. This year Emery and San Juan counties have been 50 SAVE added. Positive results are already occurring. Playgrounds are inspected to identify hazards that need attention. Observations of the children playing on the equipment are made to identify play behaviors that need changing. Nowak said she is working with the school district maintenance supervisor and individual school custodians to cor- rect playground hazards. Many of those injuries can be prevented by better supervision, increasing the amount of surface sand and teaching the children safe playground play habits, she said. Already, Nowak said, the program has made a difference. For example, some school officials have reported fewer injuries this year. However, there is still a lot that can be done to prevent injuries. A major concern, Nowak said, is children who are sent to playgrounds without adequate supervision or no supervision at all. During off school hours young children should not be allowed to go to the playground by themselves. Parents must be alert to hazards and be responsible for supervision. While no program will ever eliminate playground injuries, Nowak said the program underway will go a long way toward limiting injuries, if everyone does their part. The awarding of citizenship credit will come at the end of each quarter in each class. The grades will be: honor (H); satisfactory (S); needs improvement (N) or unsatisfactory (U) which means that no credit is given. Citizenship credit, according to the proposal, is determined by the students performance in two areas: behavior or personal conduct and attendance. Regarding student behavior, the proposed policy indicates that a reduction of citizenship grade will be given based on the number of incidents of negative behavior. Four or more incidents of negative behavior would result in the loss of citizenship credit. Examples of such negative behavior include blatant disrespect for teachers, students or other school personnel; direct and willful disobedience; possession of and or exhibition of pornography; gambling; vandalism; cheating; and unauthorized tardies. With approval of an administrator, one incident of improper behavior could result in a total loss of credit in a class for the grading term. This could include fighting, vandalism, lighting unauthorized flames, illegal possession of drugs, tobacco or alcohol, or other behavior which poses a threat to life, health or property. Administrative citizenship credit could be lost through administrative action due to violations of school standards, policies and rules. At the same time that negative behavior is being punished, the policy calls for the reinforcement of positive behavior. Regarding attendance, the proposed policy requires that students be in class at least 90 percent of the class periods held each term. This means the student could not miss more than four class periods in a term. If a student has used the four days in a term to play or cut classes and then misses class because of illness but has no sick leave time left, the student will lose the citizenship credit. On the other hand, ifthe four absences were used appropriately and additional days are needed for other appropriate absences, an Designed ned Citizenship policy eyed Computer Systems appeal may be made for additional days. School activities do not count as absences. Students, under the policy, would be required to get permission from the principal or attendance office before leaving school during the school day except during lunch. Parents may not excuse a students leaving class or campus without permission after the fact. Late arriving students must check in at the office. Also, parents or guardians must assume the responsibility for requesting the absence to be excused by sending a note or calling the school where possible. Forged notes will result in loss of citizenship credit. Four tardies per term will also result in loss of citizenship credit. There is built into the policy a provision for making up lost citizenship credits. It includes participation in an extracurricular citizenship class; a d work program; and perfect attendance for the next quarter after credit is lost.
