Jim Whear, director of Four Corners Mental Health, brought up a problem at the meeting in regards to funding mental health facility needs for 1988. Because of a time lag in forwarding Four Comers Mental Health budget requests through the proper channels, the agency is claiming that the original budget of $27,000 is too low. Since the current figures were caught up in the red tape and took so long in getting to the local agency, officials had to use last years budget figure of Craig Johansen of Johansen & Tuttle Engineering of Castle Dale, presented a report to the Emery County Commission at its Dec. 2 meeting requesting funds for the process of of section comers relocating property in the county. This program was initiated in 1981 and has continued on a yearly basis since that time. The early surveys of land in Emery County were made with a wagon wheel measuring device. This old method resulted in many inaccuracies when acreage has been fenced or sold. However, the purpose of the section comer location work is not to resurvey and correct early errors in measuring. Reestablishment of the section ar on-goi- corners as they originally existed is necessary because over the years they have been lost or obliterated. Johansen & Tuttle has asked for $15,000 to be budged for 1988. This will normally complete work on six sections, Mr. Johansen said. He also updated the commission on progress on the proposed bridge replacement involving the San Rafael Swinging Bridge.
