He is ahead of the growth game as much as the fire stations built in the respective towns will be able to house facilities for deputies. However, since the crime rate seems to be increasing in the county, it seems as though either more men or more preventive measures are needed in the county. Preventive measures are our responsibility. For instance, a tenant in a business office complex should be sure that the office doors are locked. That includes inside doors and main doors. Though that would be well and good, other residents, neighbors and customers could help in keeping things honest. The Sheriff's department does need more men and housing facilities. But precautions need to be made so that the expenses can fit into the scope of keeping theincreasing taxes at a minimum, and the bond indebtedness at its present level. save money. The proportion of dependency on government has grown significantly during the past two decades. In 1960 about 36.7 of the total population was receiving salaries or benefits from some level of government. Foundation analysts point out that the large and growing share of the nations population receiving government payments makes it understandable why it has become so difficult to make meaningful cuts in government programs. The individuals affected make up a very large voting bloc, and proposed cuts in government spending usually are met with bitter resistance. Government payments, of course, must originate with revenue taken from the general public in the form of taxes. According to the Foundation report, when the government payments received exceed the taxes paid, such individuals have a strong interest in seeing that government programs are conunuea and enlarged. Between 1960 and 1980, total government spending in the U.S. grew more than six - fold, with a substantial part of this increase representing a redistribution of income from one group to another. Another report by Tax Foundation, Inc., a private research group located in Washington D.C.', revealed that government policies have resulted in a pronounced income redistribution from higher to lower income families. At the higher income brackets, on the other hand, the tax burden was nearly twice the benefits received from government expenditures. The ratio of benefits to tax burdens for federal activities ranges from 5.5 in the lowest income group to 0.5 in the highest. Corresponding ratios for state and local governments are 1.6 and 0.7, respectively. As might be expected, there was more income redistribution in the social insurance programs (social security, unemployment com-- pensation, and government retirement) than for other ac- tivities of government.
