Tb celebrate Rayburn's career, Zions Banks Moab office hosted an open house June 26. Rayburn played a critical role in assisting Allen Memorial Hospital when it faced troubled financial times as a rural health institution in the late 1990s. He met tirelessly with hospital administrators and the Moab City Council, serving as a liaison between them and the Zions Bank Public Finance department He extended a $950,000 line of credit over seven years to help the hospital take care of operation deficits, expenses and a costly Medicare assessment "Zions was the lender of last resort for the hospital, Rayburn said. "But now Allen Memorial Hospital is profitable and is recruiting more doctors to come to Moab. The health situation in Grand County has improved greatly as a result of the loan." Chuck Davis, administrator and CEO ofAllen Memorial, said, We believe in the strength of our hospital. We needed a banker w ho could see that and help when it would have been easier to turn away. Jim Rayburn was our go to banker through prosperity and challenge." Prior to joining the Zions Bank team in 1995, Rayburn acted as a lending officer for First Western National Bank in Moab. He also served as executive vice president at First National Bank in LaJara, Colo., Bank of Las Vegas, and Citizens State Bank in Cortez, Colo. The banking industry has changed over the course of Rayburns career. House Bill 5002 accomplishes the following: Requires all justice courts to collect and report the same DUI data currently collected by state courts. Establishes a single, statewide database within the Department of Public Safety where DUI records and data are stored. Creates accountability by requiring the Commission on Criminal and Juvenile Justice (CCJJ) to prepare an annual report based on information received from the courts. "By having a single, statewide database under one roof," said Sen. Michael Waddoups, we are taking a big step to insure DUI offenses are tracked and reported consistently across the state." However, Waddoups said there is more coordination required. We still need greater cooperation among several state agencies so DUI offenders are held responsible and prevented from inflicting harm on other Utah families." The DUI subcommittee of the Utah Substance Abuse and Coordinating Council (USAAV) is the major entity that will complete most of the work for the annual report. Mansell, New San Juan commissioner is elected Lynn II. Stevens will be the next San Juan County Commissioner from the Blanding area after he defeated Jim Shumway in the June 25 Primary election. Stevens won with approximately 65 percent of the vote. Because there are no challenges from other parties, Sevens will become the next commissioner, replacing Bill Redd. The Commission will have two new faces in January when commissioners Redd and Mark Maryboy leave office.
