Mayor Bruce Keeler informed the Issly of his conversation with the Utah Iz'iigue of Cities and Towns He asked the organization to look at the town's funding to sis if there is enough to proceed with a pne (vised town hall and community center building He was assured that ttie tow n has the money to with the project without raising taxis Even though the tax rate remains the same, the valuation of homes keeps going up and brings in a little more money each year Last year, the town applied for a 50 50 loangrant arrangement from the Permanent Com- duction phase at this time and will lie refined before final approval later in the process. The town's water agent John Groo proposed to the council the idea nf drilling a well at the upper end of the valley specifically for those living on the rim side of the valley John has been thinking about this idea fur years for various reasons hut the ultimate reason is to help people avoid the cost of an expensive well and getting poor water quality He has been approached recently by several people requesting well permits. Judging by their location, he knows they are not going to get usable water John believes the town will never lie able to afford to put in a water system and this would be an affordable alternative He envisions people going to the well and drawing water by means of a chip or card and they will be billed at the end of the month. He also thinks, through a loan, a water truck could be purchased and water delivered to a cistern located on each lot needing water He said this wouldn't be cheap but might be the only way to get fresh water to the steep rim lots. It is also important to drill a well and establish a protection zone around it now "just for the principle," he said. As time goes by, the space will be harder to find and protect. At any rate, John just wantedto "put it on the table" and let the rouncil take it from here and see where it goes. The town council is accepting appltc ations for the annual Castle Valley scholarship that has been made availahle each year by an anonymous donor The scholarship is awarded to the valley's graduating seniors with proof of arceptanrc to a college or trade tech and a receipt for tuition or will he paid to the school directly. If interested, spplicants should contact Town Clerk Dorothy Harding for an applicationat e 259-982- 8 The rr icil voted to require a certificate of occupancy for those moving into a new structure in the valley Currently, homeowners simply have to get the certificate from the county building inspector but the council decided it would be easier to "get people started in the right direction" from the beginning rather than having to deal with problems! ster Eddie Morandi, the town's contact person for building permits, will also issue a certificate of occupancy before the county issues theirs He will be checking for things specific to Castle Valley such as single-famil- y occupancy, shielded lights, etc during his sit inspection. The council sent the document back to the planning commission to write up the specifics before the town officially enactsthe measure.
