They contend that monument grazing plans must include alternatives based on reasoned analysis, valid range science and include consultation with local governments. In this case, the decision was made months before during secret negotiations with the Grand Canyon Trust. The cattlemen point out that the issue is not whether a rancher can sell an allotment, as allotments are bought and sold frequently.
