Four aspects of antimicrobial resistance will be targeted: surveillance, ways to improve antibiotic use, evaluation of the impact of agricultural use of antibiotics, and development of new antimicrobial products. Utahs unemployment rate averaged 3.2 percent during 2000, one of the lowest annual rates since the early 1950s. This 3.2 percent level compares to average Utah unemployment rates of 3.7 percent during 1999, 3.8 percent in 1998, and 3.1 percent during 1997. A higher Utah unemployment rate is a positive contributor to the index as it implies increased access to Utah labor. Utahs unemployment rate has been one of the nations lowest in recent years, averaging 3.5 percent during the period. As a result, Utahs small businesses have found it increasingly difficult to attract and retain employees. The study team made recommendations, but did not actively attempt to change the practice of physicians in prescribing antibiotics.
