Land owned by the state is not assessed property tax. To help local government provide services, the state makes yearly PILT payments instead. In the eu past that cash could go to special service districts or to the schools. And for the past decade Grand County has divided that money, now totaling a bit more than $200,000 per year, between the board of education and the special service recreation district. But last winter the state legislature, at the urging of some counties and the Utah Association of Counties UAC, amended that law, prohibiting the money go to schools. That left the school district here in a bind. It is also possible that there will be a reduction of influenza vaccine. For recommended populations the vaccine is usually given starting in October, but this year the vaccine supply may not be available until November. Health departments nationwide have been notified of the shipment delay. 2000-200- 1 Fo r A i l Your t0-tfQ- 3 The expected delay is caused a by technical problem growing this years strains of the virus during the vaccine manufactur- ing process. Influenza vaccine suppliers have assured the FDA and the CDC that vaccine will be available for those at highest risk of complications from influenza. If a substantial shortfall occurs, the CDC and its Advisory Committee on Immunization Prac- tices would provide modified recommendations which will emphasize vaccinating only those at highest risk of death from influenza. We expect to be issuing regular updates on this over the next several weeks. For now, we are notifying health care providers and the public of the potential for flu vaccine delays and modified recommendations," says Scott Williams, M.D., Deputy Director of the UDOH. County council members here agreed they wanted to help the schools, and began looking for a way to do that. It looks like they may have found one. While the county cannot contribute the PILT money to the schools, it can give it to the special service recreation district. And state law does allow that district to make a contribution to the schools. Special Service Recreation District Chair Pete Peterson, in a letter to the council, officially requested that the entire PILT col- - money and the county will be following state rules. The county council is trying to take an interim measure to help the school district," said Schappert said council members have been discussing the is- sue with State Rep.
