Idaho Falls Th virulent type of smallpox which has been epidomio for some weeks in Kansas City and Denver, causing a high proportion of deaths and leading to wholesale - vaccination a a preventive measure. Is supposed to have been brought to the city by some Immigrant foreigner, possibly from Greece or the Balkans, which are more or less subject to epidemics, according to C. E Ramsey, traveling salesman from Xew York, who ha been making an intensive studv of the situation. The epidemic gained foothold because of a rather wide neglect of the precaution of vaoclnation, according to Mr. Ramsey, and has already been checked in Kailas City, and localized, if not entirely stopped, in Denver. I found,1' Mr. Ramsey told Dr. T. B. Beatty, state health commissioner, on whom he called to discus th situation In Utah, that In Kansas City there was of blaok hr only a small percentage hemorrhagio smallpox, and that in every case where this form of the disease was contracted It was fatal. The particular type of the disease, more nearly akin to that which has prevailed- - vnor or lees for years, that seemed to work In conjunction with the hemorrhagic tvp in Kansas City, was very much more fatal there than the usual smallpox as known in the last few years throughout the countrv. In Kansas City the hemorrhdglc tvpe per cent of the cases Yet prevailed in among the first 205 cases reported there were 10 deaths, or almost 36 per cent of fatalities. The reason for so many ease In Kansas City was that vaccination was begun after so manv persons had contracted the disease. Even when it was fairly widespread, people were slow to be vaccinated. Srnce fully 80 per cent of the population has been vaccinated, the epidemic has been checked. In Denver the outbreak wag traced to people who had been to Kansas City, The disease has been localized in Denver, having appeared In only one section. Up to Sunday, when I left, there had been approximately sixty cases reported, and nineteen dee lbs. The percentage of the hemorrhaslo type was greater In Denver than In Kansas City. The epidemic waa checked In Denver becAuse of the people taking to vaccination readilv. I think I would be safe in saying that 9( per cent of the people of Denver have been vaccirihted. At the city hall people were being vaccinated at the rate of 2500 to 8000 a day, phvslc'ans and lavmen alike making the application. The claim is that mors than 0,000 were vaccinated at this one place. ' Bouhler and other Colorado Spring elt'es.near Denver are already warning their people to be vaccinated. I do not think a case of smal'pox ha as yet been reported In these cities. In no Instance has a person contracted thla disease who waa vaccinated before coming In contact with It. There bat - -- been people who had been exposed and then vaccinated. In such cases the took and the disease also made Its appearance, apparently Just a sever a If there had been no Vaccination. Ths ind cations are that the svstem had not had time to build up an immunity against the disease. The experience Is entirely in favor of xaci illation In case of an epidemic before there Is any exposure to the V Main ini to "choose," buy a gift certificate in whatever denomination you will from $5 up. Chin " will seek ,ar" showdown'1 tomorrow on the twenty-on- e demands issue. When the Item of leased territories to China1 is reached In the committee on far eastern' affairs the Chinese delegation will undertake to present a demand for an examination of the tieatles and agreement concluded by and between China and Japan in May, 1913, as the result of the iwenly-on- e ..demands anjtlia Japanese ultimatum. The Chinese contention is that these trestle ere invalid because they were signed under duras and never were ratified by the national constituent assem bly. it ia held that If these treaties should be recognised, they would-- limit China's sovereignty and termaterially ritorial integrity and would nullify the defined-trrlh- e Root resolutions, principles which were adopted with A great snow of friendship to China at the plenary session last Saturday. The extension of the leases of Port Ar thur. Dairen and the south Manchurian railway is involved in this move. Japan is hanging to her rlghts'Xw ith a ..death.- -, llke grip. It also touches Japan's claim to tile great Hanvehplng iron and coal concession. This situation is filled with dynamite and most of the conference leaders would like to avoid this subject. , diplomatic representatives have wanted to bring up the subject ever since the conference began, as they believe that If they fail to get justice here they will never get another chance. They have to yielded to the suggestion of friends wait.'1 They have carried out the courcannot tesies' of the game, but tney withstand much longer the pressure from their people. Among the Chinese watching the conference tomorrow has been set as the day.11. They say they have given their delegates until this time to push the question, and If- It is not dons something will happen, The leases in questioir expire In two acdon is taken by this jeara unless somevalidates conference that Japan's position. With China helped here at least to the point of hope that the shackles of will eventually be shaken off, there Japanremain will little to be done except to frame the treaties covering the Chinese situation. American delegates stand by their position that a general treaty should he entered into by the nine Pacific powers There Is opposition from British end Japanese sources and It 1 possible that this may be worked out through a series cf treaties made with China by each na- -t o:i and that a commission be appointed io supervise the carrying out of the various measures contemp'ated or promised In these treaties.
