A plan for reorganisation of the eetlro state fovern ment of Arisons, with tea departments to supplant about fifty boards, bureaus and commissions now existing, was taken up this afternoon by the Arisona legislature after the houses In Joint session had heard addresses by former Governor Frank O. Lowden 'of Illinois and Governor Thomas E. Campbell of Arizona. Governor Lowden came here from Pasaof Governor dena, Cal., on invitation Campbell, to speak on the cabinet form of government .
